- Vessel installation, Maintenance and Repair contract Statement of Work Requisition # NFFKHC40-10-11237 The NOAA Chesapeake Bay Office (NCBO) Field Operations Program requires marine equipment installation, vessel modifications, and vessel and engine repair and maintenance services on a periodic and as needed basis for the NCBO Field Operations Program compliment of research vessels including, but not limited to the • R/V BAY COMMITMENT (F4106) - 41' aluminum hulled, diesel powered vessel • R/V LOOKDOWN (F2707) - 27' fiberglass Guardian Whaler survey launch powered by twin 225 h.p. outboard engines • R/V (NAME TO BE DETERMINED), (F2418) - 24' fiberglass Boston Whaler center console powered by a single 225 h.p. outboard • R/V MUGIL (F2417) - 24' fiberglass over wood hull mullet boat powered by a single 115 h.p. outboard • R/V ALLISION (F2219) - 22' Zodiac Hurricane 640 Rigid Hull Inflatable Boat with twin 90 h.p. 4-stroke outboards These services must be performed at one or more of the following locations: • Our home port at the Smithsonian Environmental Research Center (SERC) in Edgewater, Maryland • At the NCBO Field Operations warehouse facility, on the grounds of the David Taylor Naval Research Center, Annapolis, MD • At remote sites where the vessel may be located during its regular operations on the Chesapeake Bay and its tributaries (within 50 mile radius of Edgewater, Maryland) • At the selected vendor's marina or marine repair facility with the capacity to lift the 41' vessel (vessel specifications provided in appendix 1) Location of the delivery of service will depend on the specific circumstances of the required work and in the context of the vessel's mission requirements. Timely response (within 24 hours) and mobile repair capability (within 3 business days, assuming availability of parts) is essential. The services required include, but are not limited to: • 16 Ton lifting capacity; • metal, fiberglass, and wood fabrication and installation; • factory authorized inboard and outboard engine (diesel and gas) installation, maintenance, and repair for Cummins Diesel Products, Mercury and Evinrude outboard engines; • marine electronics installation, maintenance, and repair (including radar); • marine hydraulics design, installation, maintenance, and repair; • trailer maintenance, and repair; • and general vessel systems installation, maintenance, and repair (e.g., marine air conditioning I,M,& R hull and running gear maintenance and repair). The vendor must also be experienced with the design, installation, maintenance, and repair of specialized systems that facilitate the research mission of NCBO's vessels (e.g., hydraulic systems). These services must be effective, efficient, and available in a timely manner in order to maintain critical NCBO mission support operations. In consultation with NCBO, the principle vendor is authorized, and in some cases expected to subcontract certain services when necessary to meet the specifications of this contract (e.g., outboard engine installation, maintenance, and repair). The subcontractors must be approved by NCBO prior to commencement of related work. The term of the contract is 36 months.
