- The United States Department of Agriculture (USDA), APHIS (Animal and Plant Health Inspection Service), PPQ (Plant Protection and Quarantine) Japanese Beetle Program in Riverdale, MD intends to issue a sole source purchase order award to Sumitomo Chemical America, Inc. located in New York, NY for an aerosol insecticide comprised of 10% d-phenothrin under the authority of FAR 6.302-1 and 41 U.S.C. 253(c)(1). This product was developed by Sumitomo, and Sumitomo is the only company registered with the U.S. Environmental Protection Agency to manufacture or license the manufacturing of the product. The insecticide product is used at port of entries to eliminate Japanese beetles and other hitchhiking pests on cargo carriers and other common conveyances coming into the U.S. The more widely available 2% d-phenothrin concentration products have been evaluated by the USDA-APHIS Japanese Beetle Program, and only the 10% d-phenothrin product is effective for eliminating the Japanese beetle (a scarab beetle with a hard protective shell). The purchase order is a firm-fixed price order for an estimated total value of $59,323.20. This notice is for informational purposes only. No formal solicitation will be issued.
