- The NAVAIR Avionics Department (AIR-4.5) is looking to develop advancements to sensors (Acoustics, Electro-Optical, Radar, Magnetics, and other special sensors) and systems. The purpose of these sensors and systems is to support a variety of Naval Aviation missions including Air-Under-Sea Warfare (USW), Airborne Strike, Air Warfare, Counter-Air, Close Air Support and Interdiction, Defense Suppression, Electronic Attack, Naval Warfare and Amphibious, Strike, and Anti-Surface Warfare. Most of the sensors and systems will be air deployed (via manned or unmanned aircraft), but ground, surface, and undersea deployable sensors will also be included when mission driven. The Broad Agency Announcement (BAA) that was issued by AIR-4.5 was concerned directly with Electro-Optical (EO), Radio Frequency (RF), and Acoustic Sensors, as well as Unmanned Aerial Vehicles (UAV's) Technologies. The awarded effort will develop a program for the NAVAIR Avionics Department (AIR-4.5) that leverages the existing Mini-LRAS3 platform to provide an integrated UAV-compatible imaging platform using 3rd Generation imaging technology. The Oasys mini-LRAS3 positions them to transition the technology to an airborne platform, more range and spectral performance than any currently fielded system bounded by similar volume and weight restrictions. The mini-LRAS3 system uses a 3rd Generation engine and a custom four field of view optical system. This optical system enables the user to select between wide area surveillance, two moderate area surveillance settings, and high resolution imaging of specific areas of interest. Mini-LRAS3 exceeds the current LRAS3 range requirements in a package that is approximately half the volume and one-third the weight of the heritage LRAS3. The mini-LRAS will offer AIR-4.5 UAV technologies programs a more advanced operational range and more advanced imaging technology. This award is issued off a Broad Agency Announcement (BAA), N00421-08-R-0003, and will be a five (5) year Cost Plus Fixed Fee Effort. This is the most appropriate type of contract, since there are uncertainties and risks associated with a research and development contract. CPFF provides the Government control of delivery schedule, ease of redirection of effort, and emphasis on performance objectives.
