- STATEMENT OF WORK The Naval Air Systems Command Aircraft Division (NAWCAD), Patuxent River, Maryland has a requirement for: The firm fixed price contract line item numbers will be as follows: CLIN 0001 - CAS System Upgrades, QTY 1 LOT CLIN 0002 - CAS Supplemental - Heater, Cooler, QTY 1 LOT CLIN 0003 - On Site Support, QTY 1 LOT CLIN 0004 - Freight, 1 LOT CLIN 0005 - Updated Documentation/Manuals, No Additional Charges, Price Included in CLIN 0001, 0002, and 0003 Provide updated installation, operation and maintenance manual (Hardcopy) Quantity 3 Provide updated installation, operation and maintenance manual (CD) Quantity 3 Provide set of full size drawings reflecting all modifications to the unit since manufacture Quantity 3 CLIN 0006 - One (1) Year Standard Warranty, Price included in Clin 0001, 0002, and 0003 and subject to CLIN 0001, 0002, and 0003 only, QTY 1 NAWCAD intends to negotiate solely with Ellis & Watts International the above requirements with an anticipated award date of 30 Aug 2010. The CAS is used to temperature condition air to an environmental test cell. Compressed air is supplied to the CAS via a 3" supply line. The CAS takes in 60°F to 90°F dry compressed air at nominal 125 psig, expands it down to test cell pressures (5.5 psia to 14.7 psia) via an inlet valve at user settable flowrates between 0 and 1200 SCFM, then heats or cools as required to a user settable outlet temperature between -65°F and 160°F and maintained to +/- 2°F. Setpoints, machine status and health parameters are displayed on two Operator Interface Panels (OIT); one OIT is ‘local' on the machine and the other OIT is ‘remote' located in the test cell control room. The existing ‘local' temperature feedback sensor is located at the CAS outlet, approximately 60 ft upstream from test cell. Delivery period of performance will be 30 Aug 2010 to 30 Nov 2010 4.4.5.2 22229 ELMER ROAD, BLDG 2360 PATUXENT RIVER MD 20670-1161 FOB: Destination All responsible sources may submit a capabilities statement, which shall be considered by the agency. The Government solely for the purpose of determining whether to initiate a competitive procurement will consider all capabilities statements received. Technical capability will be determined solely on the content and merit of the information submitted in response to this provision. Therefore, it is incumbent on the interested party to provide sufficient technical literature, documentation, etc. in order for the Government to make an adequate technical assessment. The Government reserves the right to process the procurement on a sole source basis for this service based upon the responses received. The Government will not pay for any information received.
