Description
Responses are due no later than 3:00 p.m. eastern standard time August 17, 2010. This is a Sources Sought Notice and is for informational/ market research purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS. The U.S. Army Corps of Engineers, Baltimore District, requests capability statements from 8(a), Service Disabled Veteran Owner Businesses and HUBZone small businesses concerning the potential project described below. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. NO SOLICITATION IS CURRENTLY AVAILABLE. Responses are to be sent via email to John.R.Lambert2@usace.army.mil or hard copy to U.S. Army Corps of Engineers, 10 S. Howard Street, Room 7200-D, Baltimore MD 21201-1715 no later than 3:00 p.m. eastern standard time August 17, 2010. Project Description: Dalecarlia Pumping Station HVAC Renovation, Washington Aqueduct Division, Washington, DC. The solicitation will be for a construction contract and it will be advertized as an invitation for bid (IFB) in the $1M - $5M range. The work includes mechanical, electrical, and architectural upgrades to the Dalecarlia Pumping Station HVAC system to improve temperature control and functional operation. Specific work items include replacement of chillers, pumps and air handling units (AHU); asbestos abatement; duct cleaning; the modification of the power distribution system and the replacement of motor control center. There is also minor architectural work involving painting and ceiling tile replacement. The Washington Aqueduct provides potable water to approximately one million people in the District of Columbia and Northern Virginia. The Dalecarlia Pumping Station is part of a critical water supply infrastructure for the Nations Capital. The pumping station contains a continuously manned control room as well as other critical electrical and electronic equipment. The temperature within the building must be controlled and maintained for worker comfort and optimum equipment performance. This will ensure reliable operation and guarantee uninterrupted water supply to residents and businesses. Hence, an experienced contractor with resources and expertise to handle the following project constraints is needed: i.Asbestos abatement and duct cleaning in an occupied and functional building ii.Maintaining temperature control while HVAC equipment is being replaced. iii.Equipment demolition and installation in a limited access areas. iv.Minimizing downtime during the replacement of the HVAC and associated electrical equipment. Interested 8(a), SDVOB and HUBZone certified firms should submit a concise narrative and specific project examples of similar size and scope that demonstrate their experience in: 1.The replacement of chiller systems of 50 tons or larger and associated pumps. 2.The replacement of Air Handling Units (AHU) of 30 tons or larger. 3.The installation of Variable Air Volume (VAV) and Direct Digital Control (DDC) systems for HVAC equipment. 4.The replacement of steam heating system equipment and piping. 5.Replacement of electrical motor control center and modifications to power distribution systems. Capability statements should include information and details of similar projects, to include demonstrated specialized experience and technical competence in the following: (a)The replacement of Air Handler Units, chillers and pumps. (b)Knowledge of installing VAVs and DDC units (LonWorks) for the HVAC systems. (c)Provision of temporary heating or cooling for climate control. (d)Scheduling, performing and completing work within limited outage durations for critical industrial infrastructure such as a water treatment plant or pumping station. Narratives shall be no longer than ten pages. Email responses are preferred. Comments will be shared with the Government and the project design team, but otherwise will be held in strict confidence. Comments may be in any format, but must include the offerors name, phone number, and email address.
