- This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. National Institute on Drug Abuse, Office of Acquisitions- Neurosciences, Station Support/Simplified Acquisition, on behalf of the National Institute for Neurological Disorders and Stroke (NINDS), intends to negotiate on a sole source basis with the University of Massachusetts, Center for Intelligent Information Retrieval (CIIR) for the information extraction and synthesis lab for topic modeling and text processing of National Institute of Health (NIH) grants. The NINDS, an Institute within the NIH recently funded a research categorization tool that uses Topic Modeling to perform text-based categorization of NIH grants, and a large scale graphing algorithm to display these them on a map organized spatially into their best-fit categories. This interactive tool is available to the public at http://www.nihmaps.org/. The NINDS intends to procure an agreement with Center for Intelligent Information Retrieval at the University of Massachusetts Amherst, in order to partner with the Information Extraction and Synthesis Laboratory (IESL) in the refinement and production of topic models of NIH grants. IESL is a center of innovation for topic modeling and has made its topic modeling technologies available for public use in the open source MALLET toolkit. The partnership will enable the development and interactive testing of models of NIH research grants, and will make the results available via research publications and via updates to MALLET. There is no known comparable to the expertise and open source toolset provided by this lab. The acquisition is being conducted under simplified acquisition using FAR 13 procedures and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
