- The Centers for Disease Control and Prevention intends to issue a sole source firm fixed priced purchase order to Emory University Rollins School of Public Health located at 1520 Clifton Road Atlanta, Georgia 30322. This is a special notice to determine the availability of potential vendors that can provide the necessary technical data to the National Center for Chronic Disease Prevention and Health Promotion Office of Smoking & Health. The core tasks and minimum contractor requirements will include: As the lead federal agency for comprehensive tobacco prevention and control, CDC/OSH develops, conducts, and supports strategic efforts to protect the public's health from the harmful effects of tobacco use. The goals of OSH are to prevent initiation of tobacco use among youth and young adults; promote tobacco use cessation among adults and youth; eliminate exposure to secondhand smoke; and identify and eliminate tobacco-related disparities. OSH has identified six core functions to achieve these goals: 1-Applied research and evaluation 2-Program services 3-Health communications 4-Policy and planning 5-Global technical assistance. Technical Requirements :Collaborate with CDC in planning six (6) one-hour LiveMeeting® net conferences with non-CDC speakers and at a minimum two (2) and up to five (5) net conferences with CDC and funded-partner speakers; Assist the CDC in developing the speaker schedule, indentifying potential speakers, contacting potential speakers to assess interest and availability to participate, scheduling the speakers, and assisting the speaker with presentation development and review;Solicit input from the TEN leadership group and contractor for potential topics and speakers for the net-conferences; Provide all logistical and technical support for all LiveMeeting® net conferences, including support for recording the sessions, to NTCP tobacco control program managers and surveillance and evaluation staff in all States, the District of Columbia, U.S. territories, national networks, and tribal support centers, as well as tobacco prevention and control partners, OSH staff, and others as requested by OSH on surveillance and evaluation related topics; Maintain net conference capabilities using LiveMeeting or other similar net conferencing software capable of accommodating at least 100 call-in telephone lines and 100 log-in computer lines per net conference as well as fulfill the other contract needs; Contract with speakers and pay them the speaker honoraria, the exact amounts to be determined at the contract kick-off meeting; g)Be available via e-mail and/or telephone to net conference speakers (non-CDC and CDC) and CDC staff for assistance in setting up speakers' slides and LiveMeeting® for the presentations; Send out, via e-mail, save-the-date announcements (with a calendar tag) to NTCP tobacco control program managers and surveillance and evaluation staff in all States, the District of Columbia, U.S. territories, national networks, and tribal support centers, as well as tobacco prevention and control partners, and others as requested by OSH a month ahead of each net conference, as well as reminders a week before and a reminder the day of each net conference. The CDC will forward these e-mails to OSH staff;Be available by e-mail and/or telephone to assist participants with gaining access to posted net conferences and to ongoing net conferences; Evaluate each net conference and provide the CDC with a report within 2 weeks of each net conference. The evaluation will be conducted after each net conference using questions developed in cooperation with OSH, either by polling within a week after the net conference, or via questionnaire immediately following the net conference using an on-line survey website, or both;Share the evaluation findings with the presenter whose net conference was evaluated. Presenters will not receive the evaluation results of net conferences presented by others; Post the recorded net conferences and related materials on the TTAC website. Materials can include, but are not limited to, PowerPoint slides, Word documents, PDFs, Word and PowerPoint documents that need to be converted to PDFs, etc;Post answers to questions asked during the Question and Answers periods of the net conferences as deemed appropriate by the CDC; Participate in at least two (2) meetings with the TEN contractor to provide background on the development of the Tobacco Control Network; At the request of the CDC, send out occasional e-mails not related to the net conferences, but that are of interest to NTCP tobacco control program managers and surveillance and evaluation staff in all States, the District of Columbia, U.S. territories, national networks, and tribal support centers, as well as tobacco prevention and control partners; At the end of the contract phase, provide the CDC with a final evaluation report synthesizing the entire year of net conferences and including a) suggestions for improving the net conferences for the participants and b) possible topics for the following year; At the request of CDC, provide CDC the contact information database developed for this contract. And provide the CDC an e-mailed copy, as well as a copy on CD-ROM, of the contact information database at the end of the contract. Objectives Served: Providing net conferences on surveillance and evaluation related topics will aid OSH in increasing tobacco use prevention and control surveillance and evaluation capacity among NTCP tobacco control program managers and surveillance and evaluation staff in all States, the District of Columbia, U.S. territories, national networks, and tribal support centers, as well as tobacco prevention and control partners and others as requested by OSH. Improving surveillance and evaluation capacity of NTCP tobacco prevention and control program managers will in turn improve tobacco prevention and control programs. Net conference topics will be partially based on participant preferences and needs. The proposed contract action is for services which the Government intends to solicit and negotiate with only one source under authority of FAR PART 6.302-1; 4202 Clinger-Cohen Act of 1996. Contractors interested in this requirement should submit a complete technical package, which provides clear and convincing evidence that they can meet the Governments requirements. In addition, the response should any special requirements for a commercial contract (i.e., Commercial Financing, Warranty Provisions, Delivery Information, etc.) in accordance with FAR Part 12. Anticipated award date is August 30, 2010. Responses must be received no later (NLT) 4:00 p.m., Eastern Standard Time, August 27, 2010. However, the Government will consider all responses received before the closing of this notice. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This procurement is not set-aside for small business.
