- The Centers for Disease Control and Prevention intends to issue a sole source firm fixed priced purchase order to Trauma Healing Project located at 210 West 37th Avenue Eugene, Oregon 97405 Avenue. This is a special notice to determine the availability of potential vendors that can provide the necessary technical data to the National Center for Chronic Disease Prevention and Health Promotion. The core tasks and minimum contractor requirements will include: The Trauma Healing Project was developed to specifically assess trauma survival and recovery at the community level. With these efforts, the Trauma Healing Project has conducted a community based needs assessment among trauma survivors to better understand what steps the individuals have taken to promote their health and well-being, and what services may still be needed. The purpose of the random digit dial is to obtain information from a probability sample of adult trauma survivors in order to learn about the health issues of trauma survivors. Access to this pre-existing database will allow CDC, OSH to further assess and obtain an assessment on smoking and smoking cessation behaviors from adult trauma survivors. In summary, the existing data from a random digit dial survey of trauma survivors will provide invaluable information on the smoking and smoking cessation experiences of trauma survivors and help inform policy and programs that may help to reach this disparate and high risk population within a community setting. Technical Requirements: a)Compile and manage existing data from the random digit dial survey and focus group data. b)Data compiled from part c) above will be transferred to OSH/NCCDPHP as semiannual updates and will be void of any personal identifiers. This procedure will be in compliance with University of Oregon IRB protocol #X665-09F. d)Be available via email or teleconference to individual CDC staff for consultation about data quality and database content. e)Provide input on data analysis and data tables. Objectives Served: The random digit dial survey of adult trauma survivors will provide OSH, CDC with information about smoking on perspectives of trauma survivors in terms of their view of what factors helped them get through their adversity, what types of services are needed, and how this can inform future development of community based interventions targeted at the mental and physical health needs of trauma survivors. The information provided by this needs assessment conducted at the local level will help inform the health promotion efforts and community level policies that address tobacco prevention and control and that reach disparate populations. The findings from this phase of the study will provide further support to CDC public health initiatives in the area of chronic disease prevention and health promotion, by providing a novel understanding of the trauma survivors history of smoking and smoking cessation. The proposed contract action is for services which the Government intends to solicit and negotiate with only one source under authority of FAR PART 6.302-1; 4202 Clinger-Cohen Act of 1996. Contractors interested in this requirement should submit a complete technical package, which provides clear and convincing evidence that they can meet the Governments requirements. In addition, the response should any special requirements for a commercial contract (i.e., Commercial Financing, Warranty Provisions, Delivery Information, etc.) in accordance with FAR Part 12. Anticipated award date is August 30, 2010. Responses must be received no later (NLT) 4:00 p.m., Eastern Standard Time, August 27, 2010. Responses should be submitted to: Matthew Ellington 2920 Brandywine Road N.E. M/S E-01 Atlanta, GA 30341. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received before the closing of this notice. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This procurement is not set-aside for small business.
