Description: This is a combined synopsis/request for quotation (RFQ) to procure brand name Xiotech storage devices and system upgrades in support of the Statistics of Income (SOI) Distributed Processing System (DPS) in accordance with the format in FAR 6.302, which authorizes other than full and open competition when there is only one responsible source and no other supplies or services will satisfy agency requirements. This is critical to the mission of SOI. Only the brand name Xiotech can support the unique environment that is currently being used by SOI. Only Xiotech products will be considered in response to this RFQ. No other hardware/software has been found that can duplicate the existing Xiotech hardware/software. In the event another hardware/software brand was found, the new hardware/software would not be compatible with the Xiotech systems. Completely replacing the Xiotech hardware/software would be cost prohibitive, require replacement of equipment that is still operational and is not in the best interest of the Government. Further, the DPS would experience a work stoppage for the de-installation and re-installation of the equipment and software. Any amount of down time would affect tax processing and would not be in the best interest of the IRS. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within 3 days of the publication of this notice. Contractors interested in this requirement should submit clear and convincing evidence that they can meet the Government’s requirements. The Government intends to award firm fixed price order. The vendor will be selected based on the lowest price technically acceptable proposal. The Delivery Date is to be as soon as possible and not later than within 30 days after award.
