Synopsis Document: Online Application for Admission: AIM 2011 and Class of 2016 United States Coast Guard Academy/Admissions Divisions August 13, 2010 All interested companies/vendors are to email Mr. Kevin Gustin to receive RFQ package. RFQ package will be forwarded via email. Solicitation is for Base Year with Period of Performance being One Year from date of award in September 2010. Summary of Organization Located in New London, CT, the United States Coast Guard Academy (USCGA) exists to strengthen the nation's future by educating, developing, training, and inspiring leaders of character who are ethically, intellectually, professionally, and physically prepared to serve their country and humanity, and who are strong in their resolve to build on the long military and maritime heritage and proud accomplishments of the United States Coast Guard. Admission is highly competitive. Summary of Services Required The USCGA requests qualified vendors to submit proposals to develop, host and maintain a robust application for admission for approximately 2,500 students applying for the Summer 2011 AIM Program (see www.uscga.edu/AIM for details) and approximately 4,500 applicants applying for admission for the Class of 2016 who will enter the USCGA during the summer of 2011. Work on this project will begin in September of 2010 with the AIM application ready for launch no later than January 7, 2011. This best value solicitation will be evaluated based on price, the Contractor’s enrollment management experience working with highly selective admissions processes, demonstration of best practices followed for online application for admission hosting and the ability to meet the deadlines of this solicitation. Vendor Qualifications/Deadlines • Vendor must have an established history (at least five years) of developing, hosting and maintaining applications for admission for multiple higher education clients with highly selective admissions processes. • The AIM Application must be completed, tested, approved by USCGA and ready for launch no later than January 7, 2011. • The Class of 2016 Application must be completed, tested, approved by USCGA and ready for launch no later than June 1, 2011. Technical Requirements • The vendor shall provide an online account-based application for admission form that require users to create an account with a unique user name and password. This login information must be required to initiate form completion or to return at a later time to uncompleted forms. • Login information should also allow users to access a vendor provided account activity page to check the status of the submitted application. • Student data provided on the Summer AIM 2011 Application should pre-populate the Class of 2016 Application for students applying to both programs. • Vendor must have the ability to create and host required forms unique to the USCGA (reference forms, physical fitness evaluations, transcript request form, etc). • Application for admission must utilize programming logic that determines if a student is ineligible to apply for admission based on citizenship, marital/dependent status, age and high school graduation requirements. If the system determines the student to be ineligible to submit an application, it must provide user notification of the reason for ineligibility and prevent the application from being submitted. • Applications must include a high school lookup feature allowing students to select high school through a search feature that includes high school CEEB Code. • The vendor must provide USCGA personnel with access to a “back end” administrative system to review and act on all user records. • Applications must be completely customizable according to data needs of USCGA. Several data fields must be marked as “required” for submission. • System must be able to generate automated email responses to students who submit an application for admission. • Address verification must be available within the application form that verifies addresses entered by form users against US Postal addressed in real-time with address correction functionality. • Must provide technical support to assist USCGA I.T. staff in the development of file import from vendor to Academy database (ACADIS) and/or Recruitment PLUS. • Vendor must submit daily files for processing consistent with USCGA workflow including the ability to print in batch with page breaks between applicants. • Vendor must provide ongoing technical support as required. General Requirements • Both applications must carry all branding elements of the USCGA including a URL that appears similar to other pages on the USCGA website. • The applicant and the admission staff must have the ability to print PDF versions of the completed application. The application server must meet industry and Coast Guard standards for security, speed and reliability.
