- J&A The 10th Contracting Squadron, United States Air Force Academy (USAFA), Colorado, intends to award a sole source purchase order to AITech Defense Systems for the following item: Quantity Item Description 1 S950-02 Flight Computer This item is required for use by the Air Force Academy Department of Astronautics. The AiTECH processor was chosen for FalconSAT-5 based upon its performance and technical requirements. USAFA has written more than 250,000 lines of software code for the FalconSAT 5 mission. FalconSAT-6 will be very similar to FalconSAT-5, only a few payloads will change, we therefore plan on using the same software for this mission. Since the software was uniquely written for the AiTECH processor, if another processor was chosen, we would have to rewrite our entire software, which would cost us 3 years in time, and at least $350K. All of this software was written by the Academy with our research contractors. This acquisition will be done in accordance with FAR 12 and 13 procedures. This reference document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Fac 2005-43, Effective 02 Aug 2010. The North American Industry Classification System Code (NAICS) is 334111 and the size standard is 1,000 employees. This synopsis is for notification purposes only and does not constitute a solicitation for bids or proposals. DO NOT submit a bid/quote at this time. Any vendor that feels they have the ability to meet this requirement may submit information (3 pages or less) to support their claim. The government does not intend to pay for any information provided under this synopsis. 5352.201-9101 OMBUDSMAN (APR 10) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
