- This Notice of Intent to award a sole source contract is not a request for competitive proposals. Telephone inquiries will NOT be accepted in response to this notice. The Government will not be responsible for any cost incurred in preparation of a quote. Responsible sources who believe they can provide the following may submit a written capability statement via e-mail to mwright@fs.fed.us, not later than 12:00 a.m. MT on August 20, 2010. Such capabilities/qualifications will be evaluated solely for determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Offerors must also be registered in the Central Contractor Registration (CCR) database with a DUNS number and Cage Code. The United States Forest Service's Rocky Mountain Research Station's Human Dimension Program and the Human Factors and Risk Management RD & A provide scientific and technical information services to all Forest Service personnel and their partners across the country. The headquarters for the program is located in Fort Collins, CO. The goal of these programs is to improve organizational performance: There is a critical need to reduce unwanted outcomes (accidents, injuries, escapes) in the wildland fire environment. The Federal land management agencies with fire responsibility (Forest Service, Bureau of Land Management, National Park Service, Fish and Wildlife Service, Bureau of Indian Affairs) have recently been experimenting with new ways to learn from unwanted events (specifically from escaped prescribed fire reviews - EFPR) in order to improve future performance. The outstanding question is ‘how well are these techniques working?' and ‘how might they be improved?' The Human Dimensions Program and the Human Factors and Risk Management RD&A were recently awarded funds through the Joint Fire Science Program to conduct such a study - "Using Escaped Prescribed Fire Reviews to Improve Organizational Learning" [JFSP #10-1-05-1; RMRS # 10-IA-11221636-162] This contract includes the services of David Thomas, a co-researcher on the project. All documentation shall become the property of the Government. Firms responding must indicate the following information: Indicate the business size: small business or small disadvantaged business, veteran owned small business or HUB Zone certified.
