Description
The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the NIST Biochemical Science Division, intends to negotiate with Cybergenetics Corp.; Pittsburgh, PA, on a sole source basis under the authority of FAR Subpart 13.106-1 (b), Soliciting from a Single Source, to provide the TrueAllele Casework Technology - Starter Casework System. The Applied Genetics Group in the Biochemical Science Division at NIST continues to assist the forensic DNA community in developing strategies for evaluating DNA mixtures of two or more individuals in evidentiary material. Historically, NIST has conducted inter-lab studies of mixture scenarios and summarized our findings for the forensic community. NIST is also involved with the training and education aspect of mixtures and have given 14 presentations to the forensic community since 2008. Expert system software can greatly assist in the analysis of complex mixtures and calculate the statistical relevance of a suspect's profile found within the mixture profile. The Applied Genetics Group requires the TrueAllele Software for investigating their technology to resolve mixed profiles. There are two main justifications for this purchase: (1) NIST has previously purchased all of the other four major software packages available in this field, and testing TrueAllele will add to our expertise and repertoire of software programs, and (2) the TrueAllele technology offers unique and distinctive algorithms compared to the other major software programs for the deconvolution of mixed samples. Below is a description of the items to be purchased: • TrueAllele Starter Casework System: TrueAllele Quantum 220 The TrueAllele software can perform mixture deconvolution using algorithms unique to the software including: • The software uses quantification of the peak profiles and not the peak height information (e.g. the software does not simply rely upon RFU peak height values). • The quantitative data of the peaks are used to statistically model the variable mixture scenarios (e.g. having 2, 3 or more contributors). • The software can visually explain computer reasoning to the user. • The software can model artifacts of PCR amplification such as stutter. • The software can also properly account for mixtures derived from degraded DNA. • The software offers flexible and customized validation capabilities. • The user is able to challenge the software's conclusions. For example, if the user believes that the mixture is at a 60/40 ratio of victim to suspect DNA, the software can model this hypothesis (based upon the data) and provide conclusions (e.g. a diminished LR statistic compared to the software's result). TrueAllele is one of the National DNA Index System (NDIS) Board approved expert system software application for forensic STR analysis. Cybergenetics is the sole source of the patented TrueAllele technology. This technology is not known to be available from any other distributor or dealer. The NAICS Code is 511210 with a Size Standard of $25.0 million. NIST anticipates negotiating and awarding a firm-fixed-price purchase order to Cybergenetics Corp for this requirement. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition.
