- Description
- The National Institute of Standards and Technology (NIST) has a requirement for a residential cogeneration system capable of simultaneously generating AC electricity and thermal energy for space and domestic hot water heating. The system will be installed in a NIST laboratory for a detailed characterization of its electrical and thermal performance. There are a limited number of vendors manufacturing these systems. Systems from Marathon Engine Systems and Whipser Tech Ltd., have been procured and currently under testing. Because NIST seeks to collect performance data on a wide range of systems from different manufactures, the Eco Power System (from Marathon ) and the WisperGen System (from Whisper Tech) are excluded from this opportunity. Additionally, because NIST characterized the performance of several fuel based residential cogeneration systems in a previous project, only products utilizing internal combustion engines or Stirling engines will be considered to enable NIST to characterize the performance of a wide range of products in this developing technology. Therefore, NIST intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with ECR International, of Utica, NY for the acquisition of a Residential Fuel Cell based Cogeneration System for the collection of performance data for a detailed characterization of the electrical and thermal performance to be used by the Building Environmental Division at NIST, Gaithersburg, Maryland. The key specifications are as follows: 1. Residential cogeneration system shall use internal combustion or Stirling engine technology 2. Maximum electrical output of system shall be greater than 0.9 kW and less than 6.0 kW 3. Sum of the electrical and thermal efficiencies shall exceed 70% at rated output. 4. System shall use natural gas as a fuel 5. System shall have capability to interconnect with utility grid in accordance with UL1741 at either 120, 208, or 240 V and 60 Hz 6. Shall be configurable to provide thermal energy for space heating via hydronic and forced-air delivery, though not necessarily simultaneously. All equipment required for each configuration shall be provided. 7. System shall have been demonstrated at a minimum of 10 sites within North America The North American Industry Classification System (NAICS) code for this acquisition is 334515 and the size standard is 500. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by August 19, 2010, will be considered by the Government.
