Description
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA) intends to negotiate on a sole source basic citing 41 U.S.C. 253©(1) with the University of Miami. The National Environmental Satellite, Data, and Information Service (NESDIS) Center for Satellite Applications and Research (STAR) provides hurricane response information to NOAA and other agencies in the form of high-resolution wind analyses derived from synthetic aperture radar (SAR), as well as information on oil in the marine environment and information on oil platform changes, all obtained from analysis of SAR imagery. The University of Miami's Center for Southeastern Tropical Advanced Remote Sensing (CSTARS) operates a satellite acquisition station capable of receiving and processing in near-real-time SAR data from a number of available satellites. The Government anticipates the award of a firm fixed priced purchase order. This acquisition will be conducted utilizing the procedures Federal Acquisition Regulations (FAR) Subpart 12, Commercial Acquisitions. A formal Request for Quotation is currently not available. All responsible sources may submit a statement of technical capabilities which shall be considered by the agency. Information submitted response to this notice must be in sufficient detail to permit agency analysis to establish a bona fide capability to meet the requirement. Responses resulting from this notice may be submitted via email to alisa.r.sydnor@noaa.gov no later than 12:00 p.m. Eastern Standard Time on the closing dated posted. A determination by the Government not to open competition based on responses to this notice is solely within the discretion of the Government. Reference: NEED3000-10-17909 in your response.
