Description
The Space and Naval Warfare Systems Command (SPAWAR) in support of theProgram Executive Office for Command, Control, Communications, Computers,and Intelligence (PEO C4I), Ship Integration Program Office (PMW 760) isinvestigating currently available industry solutions to address theGovernment'sneeds for Automation, Monitoring and Control (AM&C) of Navy surface shipExternal Communications (EXCOMMS). These AM&C capabilities are the firstphase in delivering a potential Common Radio Room (CRR) Program of Record(POR) for Navy surface ships. PMW 760 is interested in receiving technicalpapers that describe a technical architecture (hardware, software, andInformation Assurance [IA]) for existing solutions that provide AM&C for RadioFrequency (RF) communications suites. After review of the papers, PMW 760may award multiple contracts with an estimated value of $100,000 - 200,000for follow-on analysis of special topics or areas of risk, providing moredetailedsolution-specific architecture and cost information. Broad Agency Announcement (BAA) N00039-10-X-0003 is hereby issued. TheBAA included Appendices A-D. The Government has posted Appendix B andAppendix C of this BAA to the Net-Centric Enterprise Solutions forInteroperability (NESI) collaboration site for industry review in support ofresponses to this BAA. NESI access is limited to U.S. Department of Defense(DoD) contractors who possess a valid DoD or ECA-issued PKI certificate. Torequest access to the secured website, Respondents must sign and return theNon-Disclosure Agreement (NDA) posted on the SPAWAR E-Commerce Central(E-CC) entitled 'CRR AM&C BAA Bidder's Repository NDA.' An e-mail addressand phone number must be provided for each requested user to Ken Nickel atkenneth.nickel@navy.mil. For more information on obtaining NESI access, seeparagraph 4.2 in the BAA. Technical papers must be submitted electronically by 10:00 a.m. PST on 15September 2010 and shall be unclassified.
