- Notice of Intent to Award a Sole Source Contract The Department of Labor, Office of Procurement Services (OPS), on behalf of the Office of Federal Contracts Compliance Programs (OFCCP) intends to award a sole source contract under the authority of 10 U.S.C. 2304(c)(1) - FAR 6.302-3 (a) (2) (iii)-Industrial Mobilization; Engineering, Developmental, or Research Capability; or Expert Services, to Dr. Mark Killingsworth at 152 Ceder Lane, Princeton, NJ 08540, to provide support as an Expert Witness that will conduct an independent statistical analysis and testify at trial. This action will result in a Labor - Hour contract with fixed hourly rates. The contract will be for a base year of twenty-four (24) months and 1 six month option and will commence on or about August 30, 2010, and end on February 29, 2013. The NAICS code for this requirement is 541612 with a size standard of $7.0 million dollars. This Notice of Intent to award a sole source contract is not a request for competitive proposals. There is no solicitation document. No RFP will be available for competitive proposals. Phone calls will not be accepted.
