- Amendment 0003 The U.S. Army Corps of Engineers St. Paul District intends to issue a Request for Proposal (RFP) for the Breckenridge Stage 2a Levee Construction Project, City of Breckenridge, Wilkin County, MN. The City of Breckenridge, MN is located approximately 45 miles south of Fargo, ND/Moorhead, MN at the junction of the Otter Tail, Bois de Sioux and Red Rivers. Breckenridge Stage 2a is for the construction of levee and associated features north of the Otter Tail River, starting on the east end at the diversion channel, passing over State Highway 75, then entering a residential neighborhood and ending at State highway 210. Construction consists of 16,900 feet of new levee, floodwall, riprap bank stabilization, a gatewell, bituminous pavement, chain-link fencing, utility shut-off valves, clearing and grubbing, water, sanitary and storm relocations and new constructions, alteration of existing pump stations and gatewells, concrete closure structure across Highway 5, excavation, and topsoil and seed. Construction will occur within city limits, a residential neighborhood, a golf course, and within highway ROW. A substantial portion of construction will occur in tight areas between the river and residential housing. The procurement is a 100% set-aside for Service-Disabled Veteran-Owned Small Business Concerns. The estimated price is between $1,000,000 and $5,000,000. The North American Industry Classification System (NAICS) Code is 237990. The Small Business Standard Size is $33.5 million. The solicitation, including specifications and all other documents related to this procurement, will be available at no charge on the Federal Business Opportunities website (www.fbo.gov) on or around 19 July 2010. All responsible sources may submit a proposal which shall be considered by the agency. The estimated date for completing contract performance is 30 June 2012. It is the responsibility of interested parties to monitor this site for the solicitation and amendments.
