- Option Year Statement of Work Base Year Statement of Work The U.S. Department of State Bureau of Educational and Cultural Affairs (ECA), Evaluation Division, in the Office of Policy and Evaluation, seeks the services of a U.S. small business to conduct a 24 month evaluation: "A Gender Assessment of Select ECA Programs." This new evaluation, an integrated assessment of five (5) ECA programs through the gender lens, will provide unique data with regard to the similarities and differences in how men and women experience ECA programs, what they take away, and how they apply and share program learning after they return home. This sources sought notice is issued for the purpose of determining the availability and technical capabilities of at least two qualified small businesses, woman-owned small businesses, veteran-owned small businesses, service disabled veteran owed small businesses, or HUBZone small businesses capable of performing. Please see attached Statements of Work (SOW) for the base year and the option year. Interested small businesses shall e-mail a capability statement signed by a corporate official who can officially bind the company and verify that the company meets the above requirements. The capabilities statement shall be in sufficient enough detail so the Government can determine the experience and capabilities of your firm to provide the requirements in the SOW, but not to exceed 5 single sided, single spaced pages of a font size no smaller than 12 point. The capability statement should have attached a minimum of three (3) business references (not included in page count) with current contact information relevant to the primary functions of this requirement as described in the attached SOW. This sources sought notice is for information and planning purposes and is not to be construed as a commitment by the Government to issue a solicitation nor will the Government pay for the information requested.
