- The U.S. Army, Army Contracting Command (ACC) Joint Munitions & Lethality (JM&L) Contracting Center, Picatinny Arsenal, NJ 07806-5000, on behalf of the Armament, Research, Development and Engineering Center (ARDEC) contemplates award of one or multiple Blanket Purchase Agreement s(BPAs) to provide support to the Decontamination and Disposal of Energetic and Explosive contaminated material and metal parts. Interested firms should be able to provide an annual Continuous Emission Monitoring (CEM) Quality Assurance and Quality Control Program for Building 1465 and Building 800, at Picatinny Arsenal, NJ. Capable firms must perform a Cylinder Gas Audit (CGA) in three of the four calendar quarters, an annual Relative Accuracy Test Audit (RATA), and preventative maintenance on the Continuous Emission Monitoring Systems (CEMS). Interested firms will also have to provide continuous emission monitoring of the CEMS to ensure that all New Jersey Department of Environmental Protection (NJDEP) regulations are followed. The CEMS include one (1) Horiba ENDA 1250 (CO/O2) System and one (1) CO/THC/NOX/O2 System. The source must have the capability to provide all labor, manpower, and equipment necessary to perform the audits, preventative maintenance, repair, and maintenance to the systems in building 1465 and building 800. Capable sources must have knowledge of the NJDEP rules, regulations, and reporting criteria. This synopsis is open to all business concerns; however, in accordance with FAR 19.501, the Governments intent is to establish Blanket Purchase Agreements (BPA's) with small businesses. In the event there aren't enough responses from responsible, capable small businesses, then large business responses will be accepted. All interested and potential firms must be registered in CCR, and current firms must update once a year to maintain active status. Firms/companies are invited to indicate their interests and capabilities by providing specifications, brochures, manuals, reports, information pertaining to experience on previous projects, specific work previously performed or being performed, any in-house research and development effort, and any other specific and pertinent information as pertains to this particular area of procurement that would enhance our consideration and evaluation of the information submitted. All information is to be submitted via email (10MB limit) at no cost or obligation to the Government; information provided will not be returned. Responses shall also indicate the size of the business entity; large or small and provide your DUNS or Cage Code. Please provide the name of your firm, address, POC, phone/fax number, and email address. TELEPHONE INQUIRIES WILL NOT BE ACCEPTED. The Government will accept written questions by email only. Interested firms/companies are encouraged to submit their capabilities/qualification data NO LATER THAN 27 August 2010. This is a pre-solicitation notice and the Government will use your submitted information for consideration of a BPA award. Therefore, a solicitation will not be issued.
