Description
The United States Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, Only One Responsible Source based on the only local provider that will satisfy agency requirements.The governement intends to solicit and negotiate with the Navajo County Government, 100 E. Carter Rd., Holbrook, AZ This notice of intent is not a request for competitive proposals. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government. Dispatch Service Statement of Work Dispatch Services Provided by Navajo County Sheriff's Office for Petrified Forest National Park Petrified Forest National Park is seeking to obtain professional radio dispatching services. We utilize existing park staff to provide dispatch services. The staff currently providing the services is also collecting entrance fees, answering telephones, and giving out resource protection information to all incoming and outgoing park visitors. This multi-tasking of functions results in less-than ideal conditions for providing emergency radio dispatching services. In exchange for an estimate of $8,000.00 per year, Navajo County Sheriff's Office will provide radio dispatching services for the park protection staff. The agreement is that County Dispatch will provide two way FM radio communication services 24 hours a day, 7 days a week. The park also has an emergency telephone number for visitors and local agencies to use to contact the park dispatcher. This number will be turned over to the County Dispatch after normal park hours. The resulting system will be shared between the park "dispatch" personnel and the County Dispatch. The County Dispatch will receive and transmit protection staff contacts (traffic stops, enforcements contacts, etc.) and the park "dispatcher" will handle all non-LE calls (Maintenance, Interpretation, Resource Management, etc.). The effect of this arrangement will be professional dispatch services being provided for protection staff, resulting in safer and timelier communications. This arrangement will meet the requirements set forth in NPS policy and guidelines for dispatching services.
