- Publication of Proposed Contract Action From: Contracting Officer To: All Interested Parties via Federal Business Opportunities Date: 08/17/2010 The Transportation Security Administration (TSA) intends to contract using other than full and open competition for the following: Motorola XTS radios with the following specifications: Radio Must include Antenna, Battery, Belt Clip and Manual Able to operate as the Tactical OTAR Master and Slave Unit in conjunction with existing XTS-5000 LMR subscribers 5 Watts output power P-25 Digital VHF Narrow Band 136-174MHZ Conventional Operation 96 Channels AES Encryption OTAR w/Multikey Single Unit Charger (Optional) One (1) Six (6) unit charger for every 6 radios NIMH 2100 MAH battery Charger must be Tri-Chemistry Rapid Rate Charger This contract will provide Tactical OTAR support for airports and provide radios for the airports that are interoperable with the current Motorola radio inventory. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate for only one product under the authority of FAR 6.302-1. The Government will award this contract based on a Brand Name Justification and competitively solicit for the product among small business sellers of Motorola XTS radios. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within twenty days after date of publication of this synopsis will be considered by the Government. The Government will notify parties of the outcome of any proposal submitted in response. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
