- SOURCES SOUGHT WRIGHT-PATTERSON AIR FORCE BASE VEHICLE MANAGEMENT & OPERATIONS THIS IS A SOURCES SOUGHT SYNOPSIS FOR INFORMATION AND PLANNING PURPOSES ONLY AND IS ISSUED TO DETERMINE IF THERE ARE CONTRACTORS CAPABLE OF, AND INTERESTED IN, SUPPLYING THE REQUIRED SERVICES.. THE CONTRACTOR WOULD BE REQUIRED TO START WORK ON 1 OCTOBER 2010 WITH NO TRANSITION PERIOD. THIS REQUIREMENT IS FOR A TWO-MONTH BRIDGE CONTRACT TO PROVIDE CONTRACTUAL COVERAGE DURING THE COMPETITIVE ACQUISITION PROCESS.. CONTRACTOR MUST BE ABLE TO PROVIDE ALL ASPECTS OF THE REQUIREMENTS IDENTIFED BELOW.. THE SUSPENSE DATE FOR SUBMISSION OF CAPABILITIES PACKAGES IS 4:00PM (EST) FRIDAY, 20 AUGUST 2010. THIS IS NOT A NOTICE OF RFP ISSUANCE.. DESCRIPTION OF REQUIREMENT: The contractor shall provide all personnel, supervision, vehicles, equipment, tools, materials, facilities and other items and services necessary to provide vehicle management and operations services at WPAFB. The contractor shall manage a fleet of approximately 775 vehicles (480 Air Force owned general and special purpose vehicles and approximately 295 GSA leased vehicles). The contractor shall perform scheduled and unscheduled maintenance on the Air Force owned vehicle fleet. The contractor shall provide vehicle operations services to include contractor provided U-Drive-It/motor pool vehicles, operator licensing, and vehicle dispatch services (base taxi, U-Drive-It, cargo, VIP/ distinguished visitor (DV) and bus service). The contractor shall ensure services provided meet all WPAFB mission requirements to include day-to-day operations, VIP/DV support, exercises, deployments, and special events. Vehicle Management support shall be in accordance with (IAW) Air Force Instruction (AFI) 23-302 as supplemented, Vehicle Management, http://www.e-publishing.af.mil/shared/media/epubs/AFI23-302_AFMCSUP_I.pdf Vehicle Operations support shall be IAW AFI 24-301 as supplemented, Vehicle Operations, http://www.e-publishing.af.mil/shared/media/epubs/AFI24-301_AFMCSUP_I%20.pdf Contractors shall be able to demonstrate to our complete satisfaction that they are fully aware of all factors involved in this service contract. Contractor must be able to document that: a. They have been engaged in this type of service business for at least the past five years; b. They can provide a list of contracts, with points of contact (identifying contract number, name, phone number, address) that will provide past performance information that will substantiate a high level of professional support within the last five years. c. They have the necessary equipment, personnel, and financial resources to fulfill the requirements of this contract; d. That the personnel proposed has the experience and capability to accomplish the services required in the contract.. CAPABILITIES PACKAGE: PLEASE ADDRESS ALL AREAS. All interested firms shall submit a capabilities package that outlines their firm's capabilities in providing all of the above-mentioned services. Electronic proposals will be accepted. All inquiries/correspondence sent via e-mail must contain a subject line that reads "Bridge Effort, Vehicle Management & Operations." E-mail filters at WPAFB are designed to filter e-mails without subject lines or with suspicious subject lines or contents (i.e.,.exe or.zip files). Therefore, if the prescribed subject line is not included, the e-mail may not get through the e-mail filters. Also.zip or.exe files are prohibited attachments and may be deleted by the WPAFB e-mail filters. Ensure only.pdf,.doc, or.xls documents are sent as attachments to e-mail. The e-mail filters may delete any other form of attachments. Contractors are required to provide all management and labor required for the operation and management of the functions listed. If subcontracts are to be used, provide anticipated percentage of effort to be subcontracted and whether small or large businesses will be used. The capabilities packages should be brief and concise, yet clearly demonstrate an ability to meet the stated requirements. Previous experience in all areas shall be provided. Teaming and/or subcontracting arrangements should be clearly delineated and previous experience in teaming must be provided. The response shall not exceed 10 single-spaced, 10-point typed pages. Simply submitting a brochures will not be considered adequate for the information requested..
