Description
COMBINED SYNOPSIS/SOLICITATION(I)This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II)This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number N9919100037. (III)The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-44. (IV)This solicitation is being issued as a Total Small Business Set-Aside. The associated NAICS code is 531320. The small business size standard is $2.0M. (V)This combined solicitation/synopsis is for purchase of the following commercial services: CLIN No.0001Item:Appraisal for Liberty Mining Claims #9 and 13-18 (total of seven (7) on Eldorado Creek, ARRTS #PE1156, Kantishna, Denali NP, AlaskaQuantity:1Unit of Measure: JOBUnit PriceTotal Amount (VI)Description of requirements is as follows:Information and a copy of the full solicitation can only be obtained by submitting an email request to Brian McCabe via email at Brian_Mccabe@contractor.nps.gov. It is important that all interested parties contact Brian Mccabe for a copy of all solicitation documents and needed attachments, offerors who fail to follow instructions as outlined within the Instructions to Offerors on how to submit proposal shall be excluded from competition. Solicitation Package contains the following information: Proposal Submission InstructionsEvaluation CriteriaClauses Section Applicable to this SolicitationAttachments - Contract the Contracting Officer via email for attachments (VII)Place of delivery is for appraisal report is 240 West Fifth Ave, 5th Floor, Anchorage, Alaska 99501 Delivery shall be FOB Destination. (VIII) Delivery Information:Date of Delivery: 60 days after receipt of order. (IX) FAR 52.212-1, Instructions to Offerors -- Commercial Items (June 2008), applies to this acquisition. (X) FAR 52.212-2, Evaluation - Commercial Items (Jan 1999), applies to this acquisition. Paragraph (a) is hereby completed as follows: Evaluation of the proposals will be based on (1)Technical Capability Provide sufficient information to demonstrate ability to meet Government's requirement. The appraisal contractor must have extensive working knowledge of UASFLA. The appraisal contractor must have previous experience in appraising similar properties in the same geographical area as described in this Statement of Work that adhered to UASFLA. Offeror must be a Certified General Appraiser or must obtain a temporary general certification in the State of assignment. Provide documentation detailing quality of work history with the Uniform Appraisal Standards for Federal Land Acquisitions (UASFLA) and timely completion of appraisal assignments. Provide documentation of completion of a UASFLA course within the past 5 years. (2) Past PerformanceProvide list of contacts, including phone numbers, in order to conduct the firm's past performance evaluation in successfully accomplishing activities similar to those identified in the Statement of Work (SOW); and (3) Price Technical and past performance, when combined, are significantly more important when compared to price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (XI) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (Aug 2009), with its quote. (XII) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items (Jun 2010), applies to this acquisition. (XIII) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (July 2010) applies to this acquisition.
