- RECOVERY- This procurement will be firm-fixed price and is funded in whole by the American Recovery and Reinvestment Act [ARRA] of 2009 and is subject to the reporting requirements of the Act. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with format in Subpart 12.6, in conjunction with FAR 13.5, as applicable, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested & a written solicitation will not be issued. Submit offers on RML-RFQ-10023. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-43 Correction dated 7/23/10, and 2005-44 dated 7/2/10. This acquisition will be processed under FAR Part 12 - Acquisition of Commercial Items and is not a Small Business Set-Aside. The North American Industry Classification Systems (NAICS) code for this procurement is 112930 and the size standard is $0.75M. The Rocky Mountain Laboratories (RML) has a need for Ferrets. SCHEDULE: 1) 144 (one hundred forty four) female, 15 - 17 week old ferrets. 2) Ferrets must be seronegative for antibodies to human influenza viruses. Since Ferrets are highly susceptible to human influenza viruses, obtaining ferrets that are seronegative to influenza is critical. Vendor must demonstrate history of providing specific pathogen free ferrets. 3) All animals to be screened to select animals seronegative for antibodies to human influenza viruses. Sera samples must be shipped to Rocky Mountain Labs 14 (fourteen) days prior to shipment of animals. Test results will be provided to the vendor with specific animals selected. 4) Quotes must include all shipping costs of animals to Rocky Mountain Laboratories including the proper transportation as per CDC and Animal Welfare Act requirements Title 9, Subchapter A, Part 3 'Transportation Standards'. 5) Animal health must be guaranteed for 35 (thirty five) days after receipt of the animals. 6) A RML veterinarian will determine the health status of the animals upon receipt. If the animal's health is determined to be unacceptable by the RML veterinarian within 35 (thirty five) days of receipt, the animal will be returned to the vendor or treated or disposed of by agreement with the vendor and replaced at the vendor's expense. 7) Delivery of these ferrets will comply with all rules and regulations of the Animal Welfare Act and AAALAC standards. 8) Delivery shall be accomplished by individuals certified to ship live ferrets. 9) The facility from which these animals are being sent must be AAALAC approved or have a facility-approved standards sanctioned by their ferret facility veterinarian. The vendor must provide proof of AAALAC approval or proper veterinarian guidelines from the facility, to be reviewed by the veterinarian at RML. 10) Delivery schedule: Animals will be requested by phone call or email by designated personnel from RML stipulating the number of animals and required date of delivery. The total number of animals are to be delivered in separate lots to be determined at the time of request for delivery. Each lot of ferrets requested must be shipped all in one shipment. 11) Special shipping requirements include: filtered shipping crates. FOB Point shall be Destination, Hamilton, MT. Delivery location is Rocky Mountain Laboratories, 903 S. 4th Street, Hamilton, MT. The following FAR provisions and clauses apply to this acquisition: (B)(1) By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation; 52.212-1 Instructions to Offerors Commercial; FAR 52.212-4 Contract Terms and Conditions Commercial Items; FAR 52-212.5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items [along with its Alternate II] and specifically includes 52.203-15 Whistleblower Protections under ARRA and 52.204-11 ARRA Reporting Requirements; In order to be considered for an award, offeror must; 1) agree to the ARRA Reporting Requirements; and 2) By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall have posted their FAR 52.212-3 Offerors Representations and Certifications Commercial Items at website http://orca.bpn.gov, in accordance with FAR 4.1201(a) Award will be based on the capability of the item offered to meet the above stated salient characteristics, including delivery, price, and the best value to the government.
