- Past Performance Survey Ballistic Testing Provisions and Clauses This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This solicitation will also utilize a multi-step advisory process in accordance with FAR 15.202. Proposals are being requested for submission following the government's advisory phase, and a written solicitation will not be issued. Synopsis/solicitation number RFP 231565 is issued as a Request for Proposal (RFP). The North American Industry Classification System (NAICS) is 541330. The anticipated period of performance will be a base period of 12 months, with four 12 month option periods. The Government intends to award a competitive commercial contract for the Department of Homeland Security as a result of this RFP. Interested parties must meet the security requirements specified in paragraph 5 of section I, part B, below in order to receive a copy of the classified SOW and qualify to participate in the second phase of the solicitation. The basic requirement is for ballistic testing of armor samples in accordance with multiple government ballistic testing standards, including but not limited to V50 testing as defined in MIL-STD-662F. The government will supply test samples as Government Furnished Property (GFP) to the contractor for independent evaluation. Contractors may also be required to obtain samples as Contractor Acquired Equipment or modify GFP samples. Prospective contractors must operate independently from armor manufacturers to ensure that armor performance is judged consistently by an objective organization. The government anticipates that the resultant contract will have both Fixed-Price and Time-and-Materials line items. Potential offerors are hereby notified that the solicitation and subsequent amendments to the solicitation will only be available by downloading the documents at the Federal Business Opportunities Website at http://www.fbo.gov. This office will not issue hard copy solicitations. By submitting a response to this solicitation, the vendor will be self-certifying that neither the offeror nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any Federal Agency. This Solicitation is comprised of: I. FORMAT AND SUBMISSION OF PROPOSAL II. PROVISIONS AND CLAUSES III. ADDITIONAL INFORMATION FOR OFFERORS ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ I. FORMAT AND SUBMISSION OF PROPOSAL Part A. Pricing and Availability - General price menus, if available, should be provided for testing that would be conducted in accordance with V50 standards. Part B. Offerors shall provide: 1) Name, title, telephone number, fax number, and email address of the point of contact. 2) Nine-digit DUNS. The DUNS is used to verify that the vendor is in CCR. By submitting a proposal, the Offeror acknowledges the Government requirement to be in the Central Contractor Registration (CCR) database prior to award of any contract. Information about CCR may be found at www.ccr.gov. 3) Nine-digit TIN. The Taxpayer Identification Number is necessary for electronic payment. 4) FAR 52.212-3, Offeror Representations and Certifications-Commercial Items. If you have completed the annual representations and certifications electronically through ORCA at http://orca.bpn.gov, then provide a statement as such and it will be verified. 5) Security Clearance Information Prospective contractors will require access to classified information up to the SECRET level. Contractors shall possess at least a SECRET clearance for facilities and personnel, and have a computer that is cleared by the Defense Security Service (DSS) to both store and generate data up to the SECRET level. Contractors shall provide evidence of their compliance with the clearance requirements in order to be considered for participation in the second phase of the solicitation. Contractors must provide their CAGE code. 6) Relevant Past Performance Prospective contractors must provide examples of relevant past performance. It is requested that the offeror submit example utilizing the attached Past Performance Survey format. In accordance with FAR 15.305(a)(2)(iv) an offeror without a record of relevant past performance or for whom information on past performance is not available, will not be evaluated favorably or unfavorably on past performance. 7) Proof of independent evaluation Prospective contractors must not manufacture or produce armor. The government foresees a potential conflict of interest if armor manufacturers were allowed to test and evaluate their own products, or the products of their competitors; therefore, it is requested that contractors certify that they are not in fact a subsidiary of, or affiliated with, any armor manufacturing company. Part C. Following receipt of the information listed in Part B above, the government will evaluate all prospective offerors and provide an advisory opinion to each respondent within one week. The advisory opinion will indicate whether or not the respondent should receive a copy of the classified Statement of Work, Security Classification Guide, and submit a full proposal to the government. The deadline for receipt of information in response to the first phase of the solicitation is 25 August 2010 by 2:00 PM EST. All documents required for submission of proposals must be sent to David Leonard via email at david.leonard@associates.usss.dhs.gov. Hard copy or faxed proposals shall not be accepted. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ II. ADDITIONAL INFORMATION FOR OFFERORS All questions regarding the solicitation must be emailed to the contract specialist, Mr. David Leonard at David.Leonard@associates.usss.dhs.gov no later than 20 August 2010 by 5:00 PM EST. The deadline for receipt of final proposals will be distributed in the advisory opinion following the government's phase one evaluation of contractor submissions. NO CLASSIFIED DATA SHOULD BE SUBMITTED WITHOUT WRITTEN AUTHORIZATION. OFFERORS MUST SUBMIT ONLY UNCLASSIFIED MATERIAL TO THE ADRESSEE/ADRESS LISTED ABOVE. Communications with other officials may compromise the competitiveness of this acquisition and result in cancellation of the requirement.
