- The U.S. Army JM&L Contracting Center is issuing this Sources SoughtNotice on behalf of the Joint Program Management Office (JPMO) Light Weight 155mm Howitzer (LW155) to determine if there is interested and qualified Service-Disabled Veteran Owned Small Business firms having the capability and expertise for the following effort. The contractor shall be an integral part of the Government New Equipment Training Team (NETT) for the M777/M777A2, as well as other items managed bythe JPMO, including the M119 Howitzer and IPADS. The NETT will have a militaryOfficer in Charge (OIC) who reports to the LW155 Joint Program Management Office (JPMO). The contractor shall be responsible for training theM777/M777A2 and other systems, along with NETT military instructors, to USMarines and soldiers. The NETT will be based at Fort Sill, OK. The following support areas are being sought: Program Manager - coordinates the activities of all personnel supporting this effort, and shall interface with appropriate Government personnel to plan andcoordinate all activities. Operator NETT Instructors - instruct on the safe operation and operator maintenance of the M777/M777A2 howitzer, including the Excalibur M982 munition. The program of instruction (POI) will be provided by the JPMO. Maintainer NETT Instructors - instruct on the safe maintenance of the M777/M777A2 howitzer, including the Excalibur M982 munition. The program of instruction (POI) will be provided by the JPMO. Equipment Specialists - conduct field studies and perform necessary technicalresearch and investigations on deficiencies and malfunctions reported from thefield, prepare recommendations for correction of deficiencies reported on design and manufacturing. Fire Control NETT Instructors - instruct on the safe maintenance of M777Optical Fire Control systems and M777A2 Digital Fire Control systems. Fire Direction Center (FDC) NETT Instructor - instructs on the personnel on the proper communications between the LW155 howitzer and the FDC using AdvancedField Artillery Tactical Data Systems (AFATDS). Program Liaison - serves as the coordinator, administrator, quality assurance representative and technical expert in direct support of the JPMO LW155. Fielding Liaison - coordinate all training activities between the field unitsand the NETT team, including attending NMIBs prior to the start of a NET andattending information briefings. IPADS NETT Instructor - instructs on the on safe and correct operation and operator maintenance of the M111 IPADS. Field Service Representatives - provide maintenance, fielding, and trainingsupport to fielded systems in CONUS and OCONUS locations, including Iraq and Afghanistan. The period of performance for this effort will be one year, with twoadditional options for one year each. Interested parties are invited to indicate their interest by providing a document outlining the list of engineering tasks they believe they have expertise in to perform the support required.
