Description
The Association of Universities for Research in Astronomy, Inc. (AURA), on behalf of the National Solar Observatory, is soliciting proposals for Cultural Monitoring Services for the proposed Advanced Technology Solar Telescope (ATST), which will be located at the Haleakala High Altitude Observatory project site in Maui, Hawai'i. AURA and the ATST Project are constructing this 4-meter solar telescope under a cooperative agreement with the National Science Foundation. This contract will be funded by money from the American Recovery and Reinvestment Act of 2009 (ARRA) (Public Law 111-5) and as such the requirements set forth at 2 CFR Part 176, "Award Terms for Assistance Agreements that include funds under the American Recovery and Reinvestment Act of 2009, Public Law 111-5," shall be applied. The selected firm will provide the cultural monitoring services for the ATST construction activities. These services shall include assisting the Project in ensuring protection of existing historic properties and their traditional cultural values during construction of ATST on Haleakalā, Maui, Hawai'i. Developed as a result of the consultation process for the ATST, pursuant to Section 106 of the National Historic Preservation Act, cultural monitoring by a Cultural Specialist is required. Monitoring shall include management and enforcement of the Project's compliance with Native Hawaiian beliefs, customs and practices as those beliefs, customs, and practices apply to the Site and, when necessary, provide guidance to the Project management so as to mitigate any conflict between the Project activities and Native Hawaiian beliefs, customs and practices. Firms interested in receiving the Request for Proposal for this procurement should send a one page letter of interest to the Contracts Officer, AURA-ATST Project by either fax (520-318-8500) or email (ATSTproposal@noao.edu) and must be received not later than Friday, September 10, 2010, 3:00 PM MST. The letter of interest should reference Announcement of Opportunity No. R128928 and include physical mailing address, telephone number, fax number, and email address (if available) for a contact person.
