Description
The Social Security Administration (SSA) intends to negotiate on a sole source basis with Alliance For Full Participation, 202 Lexington Dr., Silver Spring, MD 20901 under the authority of Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)-"Soliciting from a single source" to produce preliminary and final reports related to the support and development of Social Security's Youth Employment Initiatives. This contract would be for a 12-month period. Alliance For Full Participation (AFP) is a non-profit organization partnered with 15 non-profit disability organizations. As the umbrella entity for all these non-profits, AFP is uniquely qualified to partner with state level policy makers in all states on policy initiatives affecting transitioning to employment for youth with disabilities. AFP already has 38 state team assembled representing state-level policymakers of special and general education, labor, vocational rehabilitation, transition, postsecondary education, workforce development and representatives from the partnered non-profits who are producing initiatives to help support disabled youth transition into employment. AFP is a network of foundation organizations, with resources and linkages at the local, state, national, and international levels. Their member programs have a broad base and unique strengths that they share with the greater disability community. While SSA believes there are numerous highly capable national disability organizations, the reporting that is needed for this initiative requires collaboration of a multitude of such organizations. Performance by one or a small group of these organizations is insufficient. AFP is partnered with multiple organizations throughout the United States. This is the type of outreach needed to provide SSA with reports on: - State and national level strategic action plans that include stronger accountability by the members of each state team to ensure improved results for youth with disabilities; -Strategies on more collaborative interagency (Federal/State/local/non-profit or commercial) relationships for improved post-school results; -Effective evidence-based best practices that lead to successful adult outcomes for youth; and -Suggested federal and national action for improving secondary education and transition results. The place of performance for this work will be at AFP. The government anticipates an award of one contract that will include the production of four preliminary reports and a final report from AFP in conjunction with their state teams based on the information above. Interested parties that feel they can provide the same type of scope for the reporting requested above may respond by submitting their capability statement via email to joeie.tracht@ssa.gov no later than the close of business on August 31 st, 2010. Capability statements shall be limited to five single-spaced pages. Information received will be considered solely for purposes of determining whether to conduct a competitive procurement. This notice does not constitute a solicitation for offers. Written responses to this notice shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. This is not a request for quotation, and the Government does not intent to pay for information received. A determination by the Government not to compete the requirement based upon responses to this notice is solely within the discretion of the Government. If, upon review of any submissions, the Government deems AFP to be the only capable source, SSA will proceed with sole source negotiations to issue a contract to AFP without further notice. All questions and submissions in response to this notice must be submitted in writing to the e-mail address listed above no later than the close of business on August 31 st, 2010. Telephone calls regarding this matter will not be accepted nor will they be returned.
