- NASA/DFRC has a requirement for (Quantity 1) seven axis portable arm andcomponents.The specifications are: NASA DFRC has identified and requires a system/solution comprised of (i) a portablecoordinate measuring machine (CMM), (ii) a non-contact laser scanning system, and (iii) ahigh-density point cloud/contact-probe dataset software solution to synchronously assistdesign efforts.The portable coordinate measuring machine shall include: automatic recognition (i.e., re-calibration free) kinematic probes with carbon fiberconstruction 360 degree (infinite) rotation of three principal axes (i.e., free of hard stops) a six axis ergonomic wrist with programmable buttons and three-button mouse operation base mounted access and storage of kinematic probes 802.11g Wi-Fi connectivityo up to 54 Mbps data transfer or greatero up to 200 foot range or greater an integrated, pneumatic counterbalance a seven axis minimum, articulating arm an integrated lithium ion battery NIST-traceable, calibrated length standard carbon fiber/aluminum dual tube arm construction a quick-change, tool-less mounting system Heidenhain rotary encoders a magnetic baseThe non-contact laser scanning system shall include: non-contact laser scanning capability a 768 points/line minimum profile density a 30 Hz (lines/second) minimum update frequency a 23,040 points/second minimum scan rate a 0.057 mm maximum mean point-to-point resolution a 118 mm maximum stand-off a 109 mm minimum depth of field a 34 mm minimum near field width a 45 mm minimum mid field width a 73 mm minimum far field width a 0.0240 mm maximum 2 corner test measurement accuracy a 0.0045 mm maximum 2 sphere test feature resolution a 0.0050 mm maximum 2 sphere test feature repeatability a Class 2M, 660 nm laser UL, CSA, and CE certifications a 10C to 40C (50F to 104F) operating environmentThe high-density point cloud/contact-probe dataset software solution shall include: a universal platform in support of high-density point cloud digitizers, arm-based andhand-heldprobing devices, photogrammetry-based devices, laser trackers, and manual CMMs into asinglefile data-to-CAD alignment techniques including constrained surface, cross-sectionalbest-fit, best-fitwithin tolerance, features, reference points, and flush (step) and gap gauges a wide range of comparison and measurement tools for complete analysis of surface andcrosssectionaldeviations, feature dimensions, GD&T controls, flush (step) and gap, profile radius,clearance, and thickness reporting capabilities including customizable report layouts, automatic reportgeneration, andexport to Adobe PDF automation capabilities via macro-programming fully customizable menus and toolbars point cloud-to-polygonal surface adaptive meshing with low density flat and highdensitycurvature regions a built-in geometric dimensioning and tolerancing inspection tool in adherence to ASMEand ISOstandardsCollectively, the following defines further requirements: receipt of system within sixty (60) days from ARO a one (1) year minimum warranty on all parts and labor training for two (2) individuals minimum paid delivery/shipping to NASA DFRC e-mail and telephone service and supportThis notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the onlysolicitation, which is issued as a Request for Quotation (RFQ); quotes are beingrequested and a written solicitation will not be issued. Offerors are required to usethe On-Line RFQ system to submit their quote. The On-line RFQ system is linked above orit may be accessed at http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin=. The information required by FAR Subpart 12.6 is included in the on-line RFQ.The Government intends to acquire a commercial item using FAR Part 12 and the SimplifiedAcquisition Procedures set forth in FAR Part 13.Questions regarding this acquisition must be submitted in writing (e-mail is preferred)no later than 08/20/2010. Quotes/Proposals are due no later than 08/23/2010. It is thequoter's responsibility to monitor this site for the release of amendments (if any).
