Description
The Naval Air Warfare Center Aircraft Division (NAWCAD), Lakehurst, NJ intends to negotiate on a non-competitive basis with L-3 Communications, for research and development for the design, development and assembly of special purpose payloads (reconnaissance and surveillance systems, sensors, cameras, data recorders, turrets and electronic controls) for NAWCAD; training for use of such prototypes; and maintenance of the prototype systems. The Government intends to procure the above under the authority of 10 U.S.C. 2304(c)(1), FAR 6.302-1 (2)(iii), as a contract to provide continuity of supplies and services previously supported by L-3 Communications. There have been no technical data packages (TDP's) developed for these prototypes. These are uniquely developed systems and platforms not intended for production beyond limited or one-of a kind quantities for specific use by the US military. As prototype items under development no formal TDP's were created. Award to any other source would result in unacceptable delays in fulfilling Government requirements. Reference note 22. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government to open the requirement to competition based on the response to this notice is solely within the discretion of the Government.
