- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. Note: The Naval Undersea Warfare Center, Division Newport, Rhode Island is NOT accepting quotes or proposals via submission through NECO. Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) intends to place on a Sole Source basis, a firm-fixed price purchase order to Aptima Inc., Woburn, MA 01801 for Engineering Services in support of the Adaptive Training for Submarine Navigation and Piloting Teams (AT-SNAP) Program. The services are SECRET, and appropriate security clearances are necessary. Aptima, Inc. ™s previous experience under a Small Business Innovation Research (SBIR) with the Submarine Combat Systems Program Office (PMS 425) makes them the only source that possesses the necessary capabilities to provide NUWCDIVNPT timely development (work completion of 31 December 2010) of advanced human cognition Office of the Deck (OOD) analysis/decision tree methodologies. This acquisition will be processed using FAR Part 13 Simplified Acquisition Procedures. NAICS Code 541330, size standard $27.0 million. Period of Performance will be from Date of Award through 31 December 2010. The notice of intent is not a request for competitive proposals. All responsible sources may submit a capabilities statement which will be considered by the Government. A determination by the Government not to compete this proposed acquisition based on responses to this notice is solely within the discretion of the Government.
