Description
The Center for Disease Control and Prevention (CDC), Agency for Toxic Substances and Diseases Registry (ATSDR), Division of Health Studies, intends to award a sole source contract to the Stanford University ALS Consortium of Epidemiologic Studies (ACES), Department of Health Research and Policy, HRP Redwood Building, Room T223, Stanford University School of Medicine, Stanford, CA 94305-5405 for the acquisition of Development of Risk Factor Instruments to support the National ALS Registry. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 541712, Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology). The period of performance for this procurement is 12 months. The Stanford University ALS Consortium of Epidemiologic Studies (ACES) has already developed standardized data collection risk factor instruments available only to Stanford University ACES members for use in studies of ALS. These data collection instruments have been developed and tested exclusively for use with ALS patients. These proprietary data collection instruments are ideal to support the legislatively mandated National ALS Registry. The costs and time to develop and test new data collection instruments are infeasible. Use of standardized questionnaires is imperative for scientific integrity to allow the comparison of data across studies. Stanford University ACES exclusively owns the rights to the standardized data collection risk factor instruments that ATSDR needs to support the National ALS Registry and the needed resource scientists who are currently carrying out research (or planning future research) to identify environmental, lifestyle, and genetic determinants of ALS. Since its foundation in 2004, the Stanford University ACES' primary activity has been to develop standardized data collection risk factor instruments that are the key focus of this award. The Stanford University ACES is led by internationally-recognized neuroepidemiologists who are currently equipped with the knowledge and understanding of the current needs of ATSDR and are best equipped to address the future needs of ATSDR as it relates to this unique National ALS Registry project. Stanford University ACES is the only contractor that can perform all of the Government's requirements because they own the standardized data collection factor instruments that ATSDR needs to support the National ALS Registry. These data collection instruments were developed and tested specifically for use with individuals who have ALS. Although new questionnaires could be developed, it is more scientifically rigorous and cost advantageous to modify the existing proprietary instruments. Only Stanford University ACES members have access to the standardized questionnaires. The individuals instrumental in the development of the interviewer-administered questionnaires are best qualified to convert them to a self-administered format. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to the Stanford University ALS Consortium of Epidemiologic Studies (ACES). However, all responsible sources that believe they can meet these requirements may submit their capabilities/qualifications statement to provide the services to Leslie Jones via email ONLY at jxy6@cdc.gov with the solicitation number 2010-Q-12742 referenced in the subject line NO LATER THAN September 2, 2010. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
