Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), intends to award a fixed price purchase order on a noncompetitive sole source basis to En-Net Services, LLC, 712 N East Street, Frederick, MD 21701-4824 for Omniture SiteCatalyst software with the following functions: -Measures visitor traffic to the NHLBI web properties; -Provides actionable, real-time data on website traffic; and -Provides information on the spread and use of new web technologies Technical developments have made a new approach to traffic analysis and page tagging available. Upgrading to this technology is imperative for the NHLBI to obtain specific, valuable information. Page tagging can capture traffic information for new, cutting-edge technologies that the NHLBI is using. The sole source determination is based on the fact that En-Net is a certified reseller of Omniture Software that has offered a superior ability to run ad hoc queries for more sophisticated analysis. Also, this software has demonstrated a strong compatibility with the Web Content Management System (CMS) that NHLBI currently has in place. Other Institutes within the NIH have integrated these programs successfully as it is a very complex undertaking and must be done correctly to enable accurate reporting after the CMS is launched. With that added guidance, NHLBI will be able to avoid the difficulties other Institutes have experienced during the implementation of the software. The delivery point is the National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI), Bethesda, MD 20892. Industry Classification (NAICS) Code is 423430, Computer and Computer Peripheral Equipment and Software Merchant Wholesalers, and is a small business set aside with a size standard of 100 employees. The acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, therefore the requirements of FAR Part 6, Competitive Requirements, are not applicable and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-44 (July 8, 2010). Interested parties may identify their interest and capabilities in response to this synopsis by August 23, 2010 at 3:00pm Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
