Description
The Defense Logistics Agency, DLA Maritime Norfolk Naval Shipyard Contracting Division, intends to negotiate a Firm Fixed Price Contract to procure a custom-built pump test stand for the Machine Shop at the Norfolk Naval Shipyard located in Portsmouth, Virginia. The custom-built pump test stand shall be fabricated in such a manner to support simultaneous testing of 3 pumps with a total flow of 8000 GPM and installed within 365 days of the contract award date. Quotes will be due by 3:00 p.m., 13 September 2010 and may be emailed to Bonnie Parker at bonnie.parker@navy.mil or faxed to her at 757-396-8017. The North American Industry Classification System (NAICS) code is 334513 (Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables) and the procurement will be set aside for small businesses. The contract line item is as follows: CLIN 0001, N4215801870153, fabricate and install one (1) custom-built pump test stand in Bldg. 171 at the Norfolk Naval Shipyard located in Portsmouth, Virginia in accordance with the Statement of Work. Complete specifications within the Statement of Work will be provided in the Solicitation, SPMYM1-10-T-0016. Technical questions must be directed, in writing, to Bonnie Parker at email bonnie.parker@navy.mil. General questions may be asked by email or telephone (757-396-0282). Site Visit A one-time, group site visit is scheduled for Wednesday, 1 September 2010 for interested vendors to view the pump test stand currently in use and the location in which the new stand is to be installed. All vendors authorized to attend shall meet at the Norfolk Naval Shipyard Pass and ID Office located on Effingham Street in Portsmouth at 8:00 am on Tuesday, August 31st. It is expected that it will take approximately 90 minutes to obtain a visitor ™s badge and view the required security movie. Vendors will be escorted, on foot, to the Machine Shop in Building 171. Hard hats, safety shoes, and safety glasses will be required. A few visitor hard hats will be available; however, safety shoes and glasses will be the sole responsibility of the vendor. Vendors are reminded that camera cell phones are prohibited inside the Shipyard. Vendors interested in attending must provide the following information for each attendee on company letterhead to Mr. Lewis (Mike) Preas who is the technical point of contact: Attendee ™s name, job title, social security number, date of birth, place of birth, and citizenship. The letter must be signed and must state that the employee(s) will be attending a site visit on 31 August 2010 for Solicitation SPMYM1-10-T-0016 at Building 171 to view the pump test stand area. Additionally, a Department of Homeland Security Form I-9 (Employment Eligibility Verification) must be completed for each person designated to attend the site visit and must accompany the request letter. I-9 Forms may be downloaded from the following website: http://www.uscis.gov/files/form/i-9.pdf. The request letter and the I-9 form(s) may be emailed to Mr. Preas at lewis.preas@navy.mil or faxed to his attention at fax number 757-396-9305. This information must be received by Mr. Preas no later than 3:00 p.m. on 25 August 2010 in order to ensure the Norfolk Naval Shipyard has adequate time to perform the required background checks. The Norfolk Naval Shipyard Pass and ID Office, Building 1502, is located very near the intersection of Effingham Street and Portsmouth Boulevard in Portsmouth, VA 23709. Detailed directions may be requested from Bonnie Parker, Contract Specialist, by email (bonnie.parker@navy.mil) or by telephone (757-396-0282). Potential offerors are hereby notified that the solicitation and any subsequent amendments will only be available by downloading the documents at either www.neco.navy.mil or www.fedbizopps.gov, as this office no longer issues hard-copy solicitations. The solicitation number is SPMYM1-10-T-0016 and it is expected to be posted on or around 25 August 2010. By submitting a proposal, the vendor will be self-certifying that neither it nor its principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any Federal agency.
