Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and 13.1, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-43. The solicitation number is Q9455100095, and the solicitation is issued as a request for quotation (RFQ). This solicitation is issued as a small business set a-side. All responsible small businesses concerns may submit a quotation that shall be considered by the agency. The NAICS code is 212311 with an associated small business size standard of 500 employees. It is the contractor's responsibility to be familiar with applicable clauses and provisions. Clauses and provisions can be found at http://acquisition.gov/far. This solicitation will result in award of one firm, fixed-price contract. The National Park Service, Mount Rainier National Park, has a requirement for the contractor to provide 800 tons of large angular jetty rock according to Rock Quality below for the "Carbon River Entrance" project. PRICE SCHEDULE: Quotations are requested for :(1) 480 tons of 6 to 10 ton size jetty rock - unit price:_________ extended price________(2) 320 tons of 2 to 5 ton jetty rock - unit price:____________ extended price___________(3)Deliver rock to Carbon River Entrance Area - unit price: _______ extended price_______ SUBMITTALS: Certification from source quarry that material meets or exceeds rock quality as described below. ROCK QUALITY: Strong, hard, durable rock that will not slake or deteriorate on exposure to the action of water or atmosphere; shall not contain cracks, joints, faults, seams, clays, or bands of minerals or other deleterious materials which would result in breakage or reduction in dimensions during or after delivery; and shall be free of expansive or other materials which would cause accelerated deterioration by exposure to project climate conditions. Each rock must have sufficiently uniform physical properties throughout so that all portions of the rock will meet the specified test requirements. Weak or inferior appearing portions of any non-uniform type rock will be subjected to all testing necessary to determine that the rock will not be susceptible to splitting or differential weathering. Any rock, containing an inferior rock portion that does not meet the specified test requirements will be rejected as unsatisfactory. Igneous flow and volcanic breccias and sedimentary rocks are considered unsuitable for use. Rock gradation shall be 50% greater than 6 tons up to 10 ton; 75% greater than 4 ton, and 100% greater than 2 ton. Each stone shall meet the following test requirements for quality: TESTREQUIREMENTa.Unit Weight Not less than 165.0 pounds per cubic footb.Absorption Not more than 5.0 % c.Abrasion - 500 revolutions Not more than 20 % loss (by weight)d.Magnesium Sulfate Soundness -5 cycles Not more than 15% loss (by weight)e.Accelerated Expansion Not more than 15 % breakdown (by weight or piece count) Supplemental test requirements which may be required by the Government based on visual analysis including the following: f. Wetting and Drying - 80 cycles Not more than 15.0 % loss (by weight)g.Freezing and Thawing - 100 cycles Not more than 15.0 % loss (by weight)h.Petrographic Examination Absence of weaknesses or materials that could result in significant rock alterations and reduction in durability i.X-Ray Analysis (SpectrographicAbsence of deleterious clays or other And Diffraction) minerals that could result in significant deterioration of rock quality DELIVERY: Deliver to the Carbon River maintenance yard located just inside the northwest entrance to the park, approximately 40 miles southeast of Tacoma and 60 miles southeast of Seattle. CLAUSES & PROVISIONS: The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this solicitation. The provision at 52.212-2, Evaluation-Commercial Items, applies to this solicitation. The Government will award one or more contracts resulting from this solicitation to the responsible offeror (or offerors) whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Lowest price technically acceptable. Award is contingent upon one or more offerors capable of meeting the Government's requirements, e.g., supplying and delivering 800 tons of large angular jetty rock that meets the specs stated above. The government reserves the right to make award without discussions. Quoters must be registered in the Central Contractor Registration (CCR) database in order to be considered eligible for award.
