Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This solicitation, R10PS80674 is issued as a request for quotation (RFQ). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-43. (iv) This solicitation is a 100% small business set-aside. NAICS Code is 334516, Small business size standard is 500 employees. (v) This combined synopsis/solicitation is for the following commercial item(s): 0001: Electronic Data Acquisition System Qty 1 each. (vi) Description of requirements for the items to be acquired: Electronic Data Acquisition System Specifications This requirement is for an electronic data acquisition system (DAS) for measuring the output from electronic transducers and devices. The DAS shall connect to an external computer (PC) that will be supplied by the government. Software supplied by the contractor shall configure the DAS to make the required measurements, shall initiate data collection by the DAS, shall receive the measurements made by the DAS, and shall process the acquired data. The DAS and supplied software shall meet the following requirements:1.DAS General Configurationa.19 inch rack mount form factor with rack mount hardware suppliedb.115 VAC, 60-Hz input powerc.Modular design for input channels. The system shall be configured with plug-in circuit cards for each group of input channels. This requirement is to allow possible future expansion of the system by adding additional cards for more channels and/or to allow for changing the type of input for a group of channels.i. Each card may provide one or more input channelsii. The system shall be supplied with 80 input channels as defined in Section 2 - DAS Inputs. The system shall have the capacity to expand to 100 channels.iii.All transducer types shall be supported by the available types of input cards. Only the types of input cards enumerated in Section 2 - DAS Inputs, are required to be supplied under this contract.iv.User configurabled. The DAS shall have both high-speed Ethernet and USB 2.0 interfaces for connecting to the PCi.Standalone and PC controlled operatione. All input samples shall be synchronized and sampled simultaneouslyf.Dedicated 24-bit A/D converter for each channelg.Maximum sampling rate: 2000 samples/second or moreh.Multiple independent sample rates: 2 minimumi.Pre-trigger and post-trigger capabilityj.Data transfer to PC: 300,000 readings/second minimumk.Auto diagnostic and calibrationl.Operating temperature range: 0F - 140F 2.Analog Inputsa.Accuracy: 0.1% or betterb.Linearity: 0.05% or betterc.TEDS (transducer electronic datasheet) compatibled. The system shall have following type and quantity of inputs i.Strain gauge - 48 channels1.Configurable for quarter, half, and full bridge measurementsa.Bridge completion resistors supplied for all bridge configurations, for all channelsb.Bridge completion resistors for 120? and 350?c.6-wire bridge connection for full and bridge configurations, 5-wire bridge connection for bridge configuration, and 4-wire bridge connection for bridge configuration2.Bridge excitationa.DC voltage excitationb.Programmable from 0.5 volts to 5 volts in 4 steps or more3.Shunt calibration capability for auto calibration4.Transducer resistance for full bridges: 4000? minimum5.ii.Voltage - 16 channels1.Input signal range of 10 volts2.Zero offset of 10 volts3.Input voltage without damage: 50 volts4.Linearity: 0.03% or better5.Integral anti-aliasing filtering selected based on sample rate6.Input resistance of 500-k? minimumiii.Thermocouple - 8 channels1.Thermocouple linearization for types T, K, J2.Cold junction compensation at input terminals3.Input signal range of 80 mV4.Integral anti-aliasing filtering selected based on sample rateiv.Potentiometer - 8 channels1.Adjustable excitation voltage supplya.Excitation voltage range: 2.5 volts - 10 volts2.Potentiometer resistance range: 200? - 5000?3.Linearity: 0.05% or bettere.Accuracy: 0.1% or betterf.Linearity: 0.05% or betterg.TEDS (transducer electronic datasheet) compatible 3.Analog Outputsa.2 voltage outputs minimumb.Voltage output range: 10 voltsc.16-bit resolutiond.2000 Hz update rate or fastere.Load resistance: 5-k? or greater 4.Digital I/Oa.8 digital inputs minimumb.8 digital output minimum 5.Softwarea.Data Acquisition Functionsi.Setup and maintenance of hardwareii.Channel definitioniii.Transducer database1.Expandable and editable2.Definition of transducers3.Transducer calibration factors4.Transducer identification information5.Transducer measurement units6.TEDS (transducer electronic datasheet) compatibleiv.Amplifier setupv.Test measurement sequencingvi.Setup of datalogging for standalone operation of DASb.Data displayi.Real time data display1.Digital indicators2.Analog indicators3.Graphs4.Virtual calculated channels5.Limit valuesc.Data evaluation and exporti.Mathematical functions1.Algebraic and other calculations from channel dataa.Including differentiation and integration2.Spectral analysis3.Filtering4.Strain-gage analysisii.Data export1.ASCII delimited data exportDirect export to Microsoft Excel (vii) FOB Destination for Delivery: U.S. Bureau of Reclamation-DO-Shipping/Receiving, ATTN: Fred Travers, 6th & Kipling, Denver Federal Center, Building 67, Entrance E-3, Room 165, Denver, CO 80225-0007 (viii) The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition.
