Description
The Fleet and Industrial Supply Center (FISC) Norfolk Contracting Department Philadelphia Office intends to acquire telephone system administration, call accounting system (CAS) administration, system maintenance, and engineering of an existing telephone system, CAS, and all ancillary equipment in support of the U.S. Joint Forces Command, Joint Warfighting Center (JWFC). The JWFC requires engineering support for the specialized development, administration, and maintenance of an existing Definity G3r R11 telephone switch with INTUITY Audix voice mail and an Emerald call accounting system. The mission of JFCOM is to provide a training environment where Joint Task Force Commanders can learn to develop and implement joint force doctrine, tactics, and procedures in a realistic facility, using computer-simulated scenarios instead of actual troop deployment. JFCOM supports Mission Integration and Rehearsals for assigned forces, where tactics and procedures are developed and practiced in the event of a real-world crisis. These military exercises require expedient and ongoing reconfiguration and reprogramming of the Definity system to adapt to building populations that can vary from less than 1,000 to nearly 3,000 in a matter of days. During an exercise, telephone system reconfiguration takes place on a continuous, often minute-to-minute basis, as mandated by conditions of the exercise and orders from the Joint Task Force Commander. The system includes the secure transmission of voice, video, and data, and must interface with a variety of analog and digital commercial, strategic, and tactical telecommunications systems, video teleconferencing circuits, and foreign systems and circuits belonging to allied nations. Interfaces of the JFCOM Definity system with modeling and simulation systems must be reengineered as the model/simulation evolves. Similar engineering is required to interface the Definity system with telecommunications systems of allied countries such as the Partnership for Peace Simulation Network (PFPSN) to distribute voice communications to U.S. and European sites using Voice Over Internet Protocol (VOIP), Voice Over Frame Relay (VOFR), or Asynchronous Transfer Mode (ATM). The JFCOM Definity system undergoes continuous reengineering to meet new mission requirements. This includes redesign of the JFCOM cable plant, dial plan, and system software in support of new lab spaces and existing test bays. A single Firm Fixed Price (FFP) type purchase order is anticipated to be issued as a Total Small Business Set Aside, under FAR Part 12, Acquisition of Commercial Items. The requirement is for 12 months of service beginning on or about 1 October 2010 with four (4) twelve-month renewal option periods. The applicable NAICS Code is 811213 and the Service Code is D301. The Small Business size standard associated with the NAICS is $7M. Quoters shall be required to submit price and past performance information. The Navy ™s evaluation of quotes will consider the quoter ™s past performance more important than the quoter ™s price. Regarding past performance, the quoter shall describe past performance on similar contracts or orders held within the last five (5) years which are of similar scope, magnitude and complexity to that which is detailed in the Request for Quotation (RFQ), or affirmatively state that it possesses no relevant directly related past performance. The RFQ will contain more instruction regarding past performance submission. It is anticipated that the RFQ for this requirement will be posted at the Navy Electronic Commerce Online (NECO) website (www.neco.navy.mil) on or about 20 AUG 2010, with the closing date for the receipt of offers to be set forth in the RFQ. A hard copy of the solicitation will not be made available. All responsible sources may submit a quote which shall be considered by the Government. Quoters must be registered in the Central Contractor Registration (CCR) database to be considered for award. See www.ccr.gov for further information and instructions.
