- UPDATE 8/19/2010 The Naval Air Systems Command (NAVAIR) intends to execute a contract modification to extend the period of performance for an additional six (6) months to contract number N00019-09-D-0023 for the overhaul & repair of T-34 and T-44 landing gear. NAVAIR originally intended to negotiate and award two (2) modifications to this contract: The first modification would have been to exercise the option for increased quantity at current contract prices for a period not to exceed six months, inclusive of any options; and the second modification would have included an extension that was to be negotiated and awarded, for a period of one year, until the current T-34/T-44 landing gear contract could be recompeted and awarded on 1 April 2012 under a full and open competition. This is no longer the case as NAVAIR has decided not to recompete this effort under full and open competition and will instead in-source the effort by utilizing the Fleet Readiness Center (FRC) southwest located in San Diego, California starting on 1 April 2010 or possibly sooner. NAVAIR intends to extend the period of performance for this contract with L-3 Communications Vertex Aerospace LLC of Madison, MS, under the authority of FAR 6.302-1 (only one responsible source and no other services will satisfy agency requirements) to enable NAVAIR and the FRC southwest to properly develop a schedule as well as form all the necessary business relationships and set up a supply chain with industry. The incumbent contractor, L-3, is the only company that is in the immediate position to perform the required tasking for the period of time required. Furthermore, any contractor other than the incumbent would be required to complete an inventory of all the GFE associated with this contract, coordinate with the unions concerning employment of the personnel covered by the Collective Bargaining Agreements and establish a management and administrative infrastructure at the various places of performance. These required activities would lead to a potential gap in service and have an impact on CNATRA being able to meet its training mission. It is also not in the best interest of a new contractor because of the performance period being only 6 months. This notice of intent is neither a request for proposal nor a solicitation of offers.
