Description
NOTICE OF INTENT TO AWARD SOLE SOURCE PROCUREMENT: Under the authority of FAR 6.302-1, it is the Government's intent to award a sole source service contract to the the Oglala Sioux Tribe Natural Resources Regulatory Agency, Pine Ridge, South Dakota for Community Relations and Tribal Coordination for the Badlands Bombing Range Air Force Retained Area. THIS IS NOT A FORMAL SOLICITATION. This synopsis is not considered a Request for Quotation or Proposal. No solicitation document is available, and telephone requests for a copy of the solicitation will not be honored. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. All responses received within 15 days will be considered. If no affirmative written response is received, the service contract will be awarded without further notice. A determination by the Government not to compete this proposed service contract is based on the Tribal Sovereignty of the Oglala Sioux Tribe, Pine Ridge Reservation; the Natural Resource Office, Badland Bombing Range Support Office, of the Oglala Sioux Tribe intends to perform the required service themselves, due to the inner Tribal coordination, The Badlands Bombing Range Support Office of the Oglala Sioux Tribe is the single entity that can conduct the community relations, coordinate with Tribal leaders, and assist in obtaining right-of-entry for the Air Force project. The Oglala Sioux is willing to assist and advise the COE and AF in the community relations and right of entry agreements if the Oglala Sioux Tribe performs these service themselves. Award of this service contract will be based upon the Tribal Sovereignty of the Oglala Sioux Tribe, the possible responses to this notice, and is solely within the discretion of the Government.
