Description
The U.S. Broadcasting Board of Governors (BBG) intends to negotiate and award a non-competitive contract to ANTENSAN USA Inc., 7810 Saint Filland Lane, Rowlett, Texas (a fully owned subsidiary of Antensan CES International GmbH, Potsdam, Germany) for the installation of up to fourteen (14) 2 x 1kW FM Systems in major provincial cities (most probably Radio TV Afghanistan sites) in Afghanistan. All FM broadcast and ancillary equipment will be BBG Government Furnished Equipment (GFE) available for pickup by the Contractor in Kabul, Afghanistan. The Contractor may be optionally requested to provide a 200 foot (60 meter) free-standing or guyed tower suitable for attachment of 6-bay omni-directional FM antenna system provided by the BBG. The statutory authority permitting other than full and open competition that is applicable to this procurement is 41 U.S.C. 253(c)(2), Unusual and Compelling Urgency. The Contractor shall provide all personnel, installation materials, in-country transportation of personnel and equipment, security, as required, installation of the FM broadcast system, commissioning and testing and otherwise do all things necessary for and incident to, the full operation of the solid-state FM transmitting system at each location to carry BBG unique programming. The Installation Contractor will be responsible for shipment of the BBG Government Furnished Equipment (GFE) - FM System stored in Kabul to each site in various provinces throughout Afghanistan. Each FM System will include an 8 x 12 foot shelter (with pre-installed/commissioned broadcast equipment including but not limited to three (3) equipment racks, 2 each 1 kilowatt FM transmitters, audio processors, program feed receivers, three (3) uninterruptible power supplies (UPS), surge suppressor, automatic voltage regulator, electrical power distribution panels, lighting, air conditioning/ heating system, FM RF branched combiner, broadcast monitoring system, Very Small Aperture Terminal (VSAT) system), 200 ft (60 m) tower (TBD - free standing or guyed), 6-bay FM antenna system, 7/8' transmission line, 2 x 30 KVA generator systems, and program feed (3.4 m dish) equipment. It is anticipated that BBG FM broadcast equipment will be installed at Radio TV Afghanistan (RTA) broadcast sites at major provincial cities throughout Afghanistan. The FM Installation Contractor shall provide all foundations and concrete pads for the shelter, generator systems, tower, and program feed equipment (including providing all concrete materials and rebar, as required; unique concrete embed materials, if required, will be provided as part of the GFE equipment.) The Contractor shall place the shelter and generator sets on the pads, erect the 200 ft (60 m) tower, install the 6-bay FM antenna, pull the transmission line, erect the 3.4 meter program feed dish, complete all electrical power connections, complete all program feed connections, complete all FM RF connections, complete all proof-of-performance end-to-end commissioning and testing, and provide the local operators/technicians equipment familiarization. It is anticipated that other BBG contractor support will be available for generator set commissioning and Very Small Aperture Terminal (VSAT) installation. The FM Installation Contractor shall coordinate with these other contractors and Radio TV Afghanistan operations/ maintenance personnel; and will be responsible for providing its own transportation to/from Afghanistan and within Afghanistan; and providing its own security, as required. US OR AFGHAN GOVERNMENT SECURITY CAN NOT BE GUARENTEED AND SHOULD NOT BE ASSUMED TO BE AVAILABLE. BBG currently operates eight (8) FM Systems in Afghanistan; has plans to add fourteen (14) more FM systems; has current available funding to procure FM equipment sets for seven (7) locations and installation at two (2) locations. This Public Notice of the BBG's intent to non-competitively contract with Antensan USA is not a solicitation (Request for Proposals). Other firms that are interested in the BBG's requirements to supply FM system installation services in Afghanistan may respond to this Public Notice by stating their interest, capabilities, and pertinent experience to meet the BBG's FM broadcasting systems installation requirements cited in the notice. The responses of interested firms shall include: (1) evidence of specific examples of the respondent's successful past performance with a minimum of five (5) years experience in the installation, testing, commissioning, and support of broadcast systems (preferably FM broadcast systems); (2) examples of the respondent's current on-going operations in Afghanistan, the starting and ending dates, and an unclassified description of such current ongoing operations in Afghanistan, and reference point of contact information; (3) specific examples of the respondent's self-sustaining capabilities in Afghanistan; (4) acknowledgment that the U.S. Government, Afghan Government or the BBG will not provide security for the respondent's installation personnel during the performance of this work; (5) data sheets, brochures or other documentation clearly describing the proposed optional 200 foot (60 meter) free-standing or guyed tower broadcast system equipment sized for medium to large urban environments; and (6) a sample project plan, including but not limited to a project schedule, bill of materials, description of activities, and budgetary cost to install a shelterized FM system. The BBG must receive all such 'Capabilities Statements' by 2:00 P.M., Eastern Daylight Time (EDT), September 20, 2010. The BBG's determination not to compete this proposed contract, based upon responses to this Public Notice, is solely within the discretion of the BBG. Any 'Capabilities Statements' and/or other information received by the BBG from interested firms responding to this Public Notice will be considered by the BBG solely for the purpose of determining whether or not to conduct a competitive procurement.
