HAZMAT Hazardous Checklist Standard Form 1449 Amendment 1 This adds Admendment 1 which attaches a revised Standard Form 1449, revises Section B-Schedule of Pricing, attaches a Checklist for Hazardous Substances to D.4 Attachment 1, References, APPENDICES, and revises B.17.7 Observance of Legal Holidays/Federal Non-Work Days. This solicitation is amended to add Questions and Answers for Request for Proposal # NIHOF2010280. This is a solicitation notice for RFP No. NIHOF2010280 A site visit will be conducted on Thursday, August 5, 2010 Building 13, front lobby at 10am) Questions relative to the solicitation should be emailed only to the Contracting Officer, Anazette Andrews no later than Thursday, August 12, 2010 Andrewsa3@mail.nih.gov. All answers to questions will be posted on www.fbo.gov as an amendment to the solicitation no later than Thursday, August 19, 2010. See Cover Letter for additional information Presolicitation Notice: NIHOF2010280 THIS IS A PRE-SOLICITATION NOTICE; A SOLICITATION WILL BE POSTED TO FBO UPON THE CLOSING OF THIS NOTICE. THIS IS NOT A REQUEST FOR PROPOSAL, A REQUEST FOR INFORMATION, OR AN INVITAITON FOR BIDS. The National Institutes of Health (NIH) will post a solicitation for Facility Decommissioning. This is a Total Small Business Set-Aside (Women-Owned). NOTE: The previous Sources Sought Number# NIHOF2010267 has been re-issued with a new Pre-Solicitation number# of NIHOF2010280. Contractors must be registered in the Central Contractor Register (CCR) prior to submitting a proposal. Contractors not registered in the CCR at the time proposals are received risk their proposals being rejected. To register in the CCR the website is: www.ccr.gov. This requirement is set aside for Small Business (Women-Owned contractors). The North American Industry Classification System Code for this acquisition is 562910 (business size standard is 14 million). TASK DESCRIPTION: The qualified and experienced contractor will assist the Division of Environmental Protection (DEP) in the continued development and implementation of the Environmental Site Assessment aspect of the Environmental Site Assessment and Remediation (Decommissioning) program at NIH; to provide training and oversight to other contractors and staff, and develop the program further, documentation of certain aspects of the program; data collection to augment or provide general estimates for further work and other tasks as may prove necessary to the general scope. The Remediation aspect of this program is not considered part of this scope with the exception of very small remedial actions. BACKGROUND: The Division of Environmental Protection (DEP) is the unit at the NIH that is responsible for providing Environmental Compliance and regulatory services pursuant to various Federal, State and local laws or regulations such as the Clean Air Act and the Clean Water Act. The DEP is also responsible for solid waste, including hazardous chemical waste, and medical pathological waste and recycling and for support of associated construction efforts to further any of these services. The DEP is part of the Office of Research Facilities Development and Operation (ORF), which provides various support services required by the institutes and centers. The Environmental Compliance Services described herein are critical services that support the NIH mission of biomedical research. As the NIH moves into a new era of biomedical research it is critical to maintain the high level of environmental compliance services that the DEP has historically provided. It is important to realize at the outset that this role is not simply a regulatory or enforcement role but also one in which both active and passive assistance is offered to the DEP such that the overall goals of the NIH are met. This Pre-solicitation will be posted for 15 days, and will close on July 8, 2010 at 12:00pm EST.
