Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U.S. Army Contracting Command, TACOM Contracting Center, Warren, Michigan, intends to award a modification to the existing contract W56HZV-05-C-0721 to continue that effort. This supplemental agreement will result in a Cost-Plus-Fixed-Fee, Work Directive-based, Level of Effort contract. The total estimated amount is $2.2M. This planned contract action will provide up to 24,800 hours Level of Effort to finalize the establishment of a highly efficient domestic manufacturing capability that will provide low cost, long lead, critical machined parts for military systems and platforms, currently being accomplished under contract W56HZV-05-C-0721 with Focus: HOPE. The planned tasks include effort to: (1) combine essential machining functions so that non-value added steps will be eliminated, thereby increasing efficiency and reducing machining cost; (2) use an Augmented Reality (AR) system to implement an installation and training process to reduce installation time; (3)develop and test Friction Stir Welding Processes; and (4) certify Direct Metal Deposition (DMD) processes. The Government intends to procure these services on an other than full and open competition basis with Focus: HOPE, Detroit, Michigan under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1(a)(2) based on only one responsible source. A period of performance of 24 months is anticipated to satisfy this requirement. All responsible sources may submit a capability statement; capability statements should be emailed to corey.sadowski@us.army.mil. Responses to this notice must be received no later than 3:00 p.m., local time, Warren, MI, October 3, 2010. This notice of intent is not a request for competitive proposals or a solicitation of offers.
