- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. ***This solicitation is being issued using Simplified Acquisition Procedures.*** ***This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-44.*** *** The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. This requirement is unrestricted and all interested Contractors may submit a quotation.*** ***Line Items 0001-003 are a BRAND NAME or EQUAL requirement. Brand name or equal description is intended to be descriptive, but not restrictive and is to indicate the quality and characteristics of products that will be considered satisfactory to meet the agency's needs.*** ***All interested Contractors shall provide a quote for the following: Line Item 0001: Quantity One (1) Horiba Model iHR550 Imaging Spectrograph or EQUIVALENT, which shall meet or exceed the following salient characteristics: Performance Specifications: 1. Focal length of 550 mm 2. Stray light (ratio of the flux at a given wavelength and total scattered flux) measured at 1 nm from a 514 nm laser of 10-5 3. No vignetting (throughput reduction at the edges of the focal plane) 4. No rediffracted light 5. Mechanical spectral range from 0 nm to 1500 nm with a 1200 groves/mm grating 6. Spectral resolution with a 1200 groves/mm grating of 0.05 nm for a 2408 x 512 pixels CCD 7. Single pixel coverage with a 1200 groves/mm grating of 0.018 nm for a 2408 x 512 pixels CCD 8. Spectral dispersion with a 1200 groves/mm grating of 1.34 nm/mm 9. Fully compatible with Line Item 0002 (CCD Detector) and Line Item 0003 (Control and Acquisition Software) Mechanical Specifications: 1. Two (2) exit ports (front and side) and one (1) entrance port (front). The front exit port will be used in conjunction with Line Item 0002 (CCD Detector) while the side exit port will be available for a single channel detector such as e.g. a photomultiplier tube (PMT) 2. Grating turret capable to host up to three (3) gratings 3. Equipped with three (3) gratings: a. 1800 groves/mm holographic b. 1200 groves/mm holographic c. 600 groves/mm 4. All gratings must be optimized for the visible spectrum (efficiency of 60% or better for unpolarized light) 5. Computer-controlled front entrance slit (2 mm maximum aperture, 2 µm steps) 6. Computer-controlled side exit slit (2 mm maximum aperture, 2 µm steps) 7. Internal shutter CCD shutter mechanism at front entrance slit Electrical Specifications: 1. Must be compatible with the North American power standard of 110 - 120 V at a frequency of 60 Hz Line Item 0002: Quantity One (1) Horiba Model Symphony Charged Coupled Device (CCD) Detector or EQUIVALENT, which shall meet or exceed the following salient characteristics: Performance Specifications: 1. Back illuminated 2. Free of etaloning effects at wavelengths small than 700 nm 3. 2048 x 512 pixels imaging array 4. Quantum efficiency (QE) greater than 85% at a wavelength of 532 nm 5. Fully compatible with Line Item 0001 (Imaging Spectrograph) and Line Item 0003 (Control and Acquisition Software) Mechanical Specifications: 1. Liquid nitrogen cooled 2. Ethernet connection to host personal computer (PC) 3. 1 liter (24 hours autonomy) Dewar Electrical Specifications: 1. Must be compatible with the North American power standard of 110 - 120 V at a frequency of 60 Hz Line Item 0003: Quantity One (1) Horiba SynerJY Control and Acquisition Software or EQUIVALENT, which shall meet or exceed the following salient characteristics: 1. Switching between nanometers (nm), inverse centimeters (cm-1), and electronvolts (eV) as displayed units 2. Import and export of spectra from/to ASCII format 3. Raman spectra acquisition: a. Cosmic ray (spike) removal b. Spectrograph control i. Grating position ii. Grating switching c. CCD detector control i. Detector binning (dispersive and non-dispersive directions) ii. Selectable regions of interest (ROIs) iii. Real time acquisition iv. Acquisition time setup v. Laser line and grating setting vi. Entrance slit setup 4. Raman data analysis and processing: a. Baseline and offset correction b. Intensity normalization c. Mathematical function on spectra i. Addition ii. Subtraction iii. Multiplication iv. Division v. Exponential vi. Logarithmic vii. Power viii. Integral d. Spectrum fitting e. Peak deconvolution and interpolation 5. Fully compatible with Line Item 0001 (Imaging Spectrograph) and Line Item 0002 (CCD Detector) OPTION LINE ITEMS: The following items are option line items. The Contractor shall provide pricing for these items. Prices quoted shall be effective for a period of one year from the date of award. Award of option line items is at the sole discretion of the Government in accordance with 52.217-7. These line items will be evaluated in accordance with FAR 52.217-5. Option Line Item 0004: Quantity One (1) Searchable Database of Reference Raman Spectra. Option Line Item 0005: Quantity One (1) Mercury (Hg) Light Source for Calibration with Reference Wavelength Datasheet. Option Line Item 0006: Quantity One (1) Software Development Kit (SDK) to Interface Line Item 0001 (Imaging Spectrograph) and Line Item 0002 (CCD Detector) to a Personal Computer (PC). Must support Microsoft Windows XP. Delivery terms shall be FOB Destination. FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver line item 0001 and 0002 to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-1640. Award shall be made to the quoter whose quote offers the best value to the Government, technical capability, past performance, and price will be considered. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor "Meeting or Exceeding the Minimum Specifications," 2) Past Performance and 3) Price. Technical Capability, and Past Performance, when combined, shall be equal to Price. If Technical Capability, and Past Performance are equivalent, Price shall be the determining factor. Technical Capability: Evaluation of Technical Capability will be based on the information provided in the quotation. Quoters shall include the manufacturer or brand name, make and model of the products, manufacturer sales literature or other product literature which addresses all salient characteristics, and clearly documents that the offered product meets salient characteristics stated above and meets the needs of the Government in essentially the same manner as the brand name. Past Performance: Past Performance will be evaluated to determine the overall quality of the product & service provided and the Contractor's history of meeting delivery schedules for prior deliverables. Evaluation of Past Performance shall be based on the references provided and/or the quoters recent and relevant procurement history with NIST or its' affiliates. Offerors should provide a list of at least three (3) references to whom the same or similar equipment has been provided. The Contractor must include the references name, contact person, and contact information in the quotation. The Government intends to award a Purchase Order as a result of this Combined Synopsis/Solicitation that will include the terms and conditions that are set forth herein. In order to facilitate the award process, ALL quotes shall include a statement regarding the terms and conditions herein as follows: The offeror shall state "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition." OR The offeror shall state "The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following: Offeror shall list exception(s) and rationale for the exception(s) Please note that this procurement is not being conducted under the GSA Federal Supply Schedule (FSS) program or another Government-Wide Area Contract (GWAC). If an offeror submits a quotation based upon an FSS or GWAC contract, the Government will accept the quoted price. However, the terms and conditions stated herein will be included in any resultant Purchase Order, not the terms and conditions of the offeror's FSS or GWAC contract, and the statement required above shall be included in the quotation. *** ***Submission shall be received not later than 3:00 p.m. local time on September 2, 2010 at the National Institute of Standards & Technology, Acquisition Management Division, 100 Bureau Drive, Building 301, Room B175, Mail Stop 1640, Gaithersburg, MD 20899-1640, Attention: Joshua Holliday. Because of heightened security, FedEx, UPS, or similar delivery methods are the preferred method of delivery of quotes. If quotes are hand delivered, delivery shall be made on the actual due date through Gate A, and a 48 hour (excluding weekends and holidays) prior notice shall be made to the Contracts Office at 301-975-4959. For non-U.S. citizens, the following additional information will be required: title, employer/sponsor, and address. Please ensure that the individual making the delivery brings photo identification, or they will be denied access to the facility. Offerors shall submit their quotations so that NIST receives the complete quotation not later than 3:00 PM Eastern Time on September 2, 2010. FAX quotations shall not be accepted. E-mail quotations shall be accepted at joshua.holliday@nist.gov. E-mail quotations shall not be deemed received until the quotation is entered in the e-mail inbox of Joshua Holliday. ***
