Description
NASA/GSFC has a requirement for engineering services to carry out the design of aReflective Image Slicer (RIS) that can be fabricated by ultra-precise diamond milling andincorporated in an Integral Field Spectrograph (IFS), a device that acquires a spectrumof a luminous source at every point in an extended field of view as follows:Dimensions (qty 2) Overall: Length 0.90.05 mm measured in the base plane along slices; Width 0.910.05 mmmeasured in the base plane across slices; Height 100 um. The actual dimensions of thepiece may be larger (TBD) in each dimension to facilitate fabrication and mounting (e.g.,there should be material below the base plane and around the active reflecting area). Each slice is 0.90.1 mm long, 0.130.01 mm wide measured in the base plane. Slice 1 slopes upward from the base plane by 1005 um from end-to-end, i.e., at anangle tan-1(0.1/0.9) = 6.340.3 deg. Slice 2 starts 16.67 um above the base plane and slopes upward by 66.67 um (4.24 deg),finishing 83.33 um above the base plane. Slice 3 starts 33.33 um above the base plane and slopes upward by 33.33 um (2.12 deg),finishing 66.67 um above the base plane. Slice 4 starts and finishes 50.00 um above the base planei.e., flat. Slices 5-7 are like Slices 1-3, with the opposite sign of slope.NASA/GSFC intends to purchase the items from Corning Specialty Materials, pursuant to FAR13.106, for the acquisition of supplies or services determined to be reasonably availablefrom only one source. Corning is the only company that is willing to carry out thedesign of the Reflective Image Slicer as an engineering service before an order forfabrication.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon August 29, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
