Solicitation number W15P7T-10-R-S211 is for tracking purposes only. CECOM Contracting Center, the BETSS-C project, US Army, is seeking comments on the potential strategy to procure BETSS-C Cerberus Systems. Interested sources are requested to provide comments on the potential strategy by 1700 Hours, 02 September 2010 electronically to the Assistant Program Manager, William Caudle via email at: william.caudle@msl.army.mil. Each submission shall clearly state the solicitation number in the subject line. All material submitted in response to this market survey must be unclassified. The intent of this Request For Information (RFI) is to conduct market research. The RFI shall not be considered as a Request For Proposal (RFP) or as an obligation on the part of the Government to acquire any services, hardware, or material. Your response to this RFI will be treated as information only. No entitlement to payment of direct or indirect costs or charges by or to the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. This request does not constitute a solicitation for proposals nor the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, nor received for this effort. The information provided may be used by the Army/Government in developing its acquisition strategy, Performance Work Statement, and Performance Specification. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government does not intend to award a contract on the basis of this RFI and does not intend, in any way, to pay for the information submitted in response to same. Background / Objective The current Cerberus baseline consists of a trailer-mounted extendible tower with multiple sensor systems self-contained on a single mobile platform. A laptop for the Command Post (CP) allows wireless remote monitoring and control of the tower; the tower can also be hardwired to the CP for more reliable communications. A radar, a day camera and a thermal camera mounted on a Pan/Tilt platform are used for detection and assessment. Optional networked unattended ground sensors can be included to provide further detection capability. Cerberus provides the warfighter the flexibility to adjust to a variety of terrains, threats, and missions. A Cerberus tower provides detection for vehicle and personnel movement (range can vary based on terrain, clutter and target size). Cerberus is integrated onto a HMMWV-towable trailer and sling-load-certified. Each self-contained system runs on batteries which are recharged by an on-board 3 KW diesel generator, or commercial line power. Cerberus also integrates a laser range finder and a Global Positioning System (GPS) for deriving the grid coordinates of a target and a laser pointer for illuminating targets for a Quick Reaction Force (QRF). Typical setup time for a system is under 30 minutes (using two personnel). Multiple towers can be netted for control in a CP. Networking multiple towers allows a single operator to observe an entire perimeter. The alarm and assessment data are presented automatically on the display through data overlays and pop-up windows. Submissions The Government is conducting market research to determine economic purchase quantities. The Government currently has requirements for Cerberus sensor towers. To meet the requisite aggressive fielding schedules, the Government is considering an acquisition strategy in which multiple contract awards would be made on a best value basis. Please identify your willingness to accept an award for delivery of new Cerberus systems at a quantity of: (a) 25 Cerberus systems, (b) 30 Cerberus systems, (c) 35 Cerberus systems, (d) 40 Cerberus systems, (e) 45 Cerberus systems, (f) 50 Cerberus systems, (g) more than 50 Cerberus systems. Interested sources are requested to provide comments by 1700 Hours, 02 September 2010 electronically to the Assistant Program Manager, William Caudle via email at: william.caudle@msl.army.mil. Each submission shall clearly state the solicitation number in the subject line. All material submitted in response to this market survey must be unclassified. Firms should identify themselves as a small or large business and should identify the product their affordability is based on as either commercial or military. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. This is a market research effort and is being used for planning purposes only and shall not be considered as an Invitation for Bid, Request for Quotation, or Request for Proposal, or as an obligation on the part of the Government to acquire any products or services. No entitlement to payment of direct or indirect costs or charges to or by the Government will arise as a result of contractor participation in this RFI. No funds have been authorized, appropriated, or received for this RFI.
