Description
Performance Work Statement (Flightline Fire Extinguisher Maintenance) Environmental Requirements for Contractors (Barksdale AFB) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation, FA4608-10-Q-S172, is being issued as a Request for Quotation (RFQ) in accordance with FAR Parts 12 and 13. Relevant provisions and clauses shall be incorporated in accordance with: Federal Acquisition Circular (FAC) 90-22 effective 5 December 1994 through FAC 2005-44 effective 2 July 2010; Defense Acquisition Circular (DAC) 91-6 Effective 27 May 1994 through DAC 1998-01; Defense Acquisition Regulations System (DFARS) Change Notice (DCN) 1998-01 through DCN 20100816; and Air Force Acquisition Circular (AFAC) 92-43 through AFAC 2010-0402 pertaining to this solicitation document and awarded contract. This procurement is a 100% Small Business set-aside IAW FAR 19.502-2 (a). Small businesses, woman-owned, and disabled veteran-owned businesses are encouraged to participate by submitting quotes. If there is no offer received from a small business concern, the set-side for small business may be dissolved and the acquisition will be open to all responsive bidders. Note: This acquisition will not be reposted to FBO if set-side is dissolved; full and open competition. The North American Industry Classification (NAICS) code is 423990 and the small business size standard is 500 employees. It is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. You will not be eligible to receive an award if you are not in the Central Contractor Registration database. (Reference: DFARS 252.204-7004, Alt A Required Central Contractor Registration). The following commercial item is requested in this solicitation. The items being procured are: Item: Flightline Fire Extinguisher Maintenance Description: Please see attached Statement of Work for a detailed description and Period of Performance The offer submittal shall list the item by part number, number of items being offered, the product description as listed above, and list the manufacturer. The offer shall list unit prices, total for each part number, and an overall totaled price. Offerors must comply with all instructions contained in FAR 52.212-1, Instructions to Offerors Commercial Items, applies to this acquisition and the following addenda applies. Offerors shall submit their quote on letterhead stationery, provide unit prices with a grand total, have a completed e-file copy of the REPRESENTATIONS AND CERTIFICATIONS at FAR 52.212-3 and DFARS 252.212-7000; and follow the instruction as provided in the clauses. THE GOVERNMENT WILL NOT ACCEPT INCOMPLETE PROPOSALS. Offers will be evaluated on the prices as offered. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. If an offer cannot comply with every requirement, that offer will not be technically acceptable, and therefore will not be considered. Once an offer has been determined to be technically acceptable, and in compliance with all directions in this solicitation, the Government will consider award to the offeror with the technically acceptable lowest evaluated price.
