- Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number F3HSK10189A001 is issued as a request for quotation. Funds are currently available. Or equal items that plan on being submitted at time of solicitation must adhere to the requirements found in Attachment 1. Quotations must be good for one month after the closing post date. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-40. The North American Industry Classification System (NAICS) code is 334220. The business size standard is 750. The communications team operating within the USSTRATCOM GOC require the ability to merge existing voice conferences on the local non-secure telephone switch with the radio channel provided by this solution, necessitating a bidirectional telecommunications interface between the radio solution and existing Raytheon Non-Secure Digital Small Switch 2A (DSS-2A). • The radio must support three modes of operation, specifically, the first being the voice interface over the non-secure Raytheon Digital Small Switch 2A (DSS-2A) switch, the second being a backup mode of operations utilizing an audio communications interface to be installed at the user console, and the third being a tertiary backup mode of operations utilizing an audio communications interface to be installed at the radio location. • When accessed from the user console or radio location the user requires the ability to hear the selected radio channel, inject voice over a push-to-talk handset, and control the selection of the specific radio network/frequency. • Redundancy Definition: The system is required to be designed and integrated to be redundant such that the failure of no single component renders the system non-available to the operator. • Housing/Mech/HVAC: o The components of the system must be capable of being housed within a single 44 rack unit (RU) tall, 19" Rack mountable width, 24" deep equipment rack. o The components of the system must be capable of being powered from some combination of power available from the existing redundant 120/208VAC Wye configured power system. o The system shall require no greater than 4 Tons of Cooling from the Heating Ventilation Air Conditioning (HVAC) to maintain satisfactory operational temperatures. • Technical Attributes of System Telecommunications Interface: The radio solution must be connected to the Bldg 522 Raytheon Non-Secure DSS-2A telephone switch as the primary method of user operation. The interfaces provided by the switch is a 600 Ohm balanced audio input, 600 Ohm balanced audio output, an E Lead tied to -48VDC through a detector circuit sensing current flow through a SGND signal ground for identification of outgoing circuit activation, and a normally open contact closure to signal the users push to talk action on the handset when transmitting. • Crypto: The integrated system must be capable of being operated primarily in the non-secure mode, however also supporting future operations for secure voice up to the Top Secret level through the use of an National Security Agency (NSA) approved cryptographic algorithm compatible with the currently deployed radios in the Department of Defense (PSC-5, AN/PRC-117F, etc) while also supporting modern approved cryptographic algorithms (MEDLEY, etc). • Net Control: The integrated product must be capable of being tuned to any frequency from 300-350Mhz range with a tuning selectivity of no greater than 100kHz. • Frequency of Operation: The integrated product must be capable of UHF operations transmitting and receiving utilizing Amplitude Modulation (AM) in the 300-350MHZ frequency range. • Transmit and Receive Power: At the point of radio installation the integrated system must provide 50Watts Peak Envelope Power (PEP) in AM mode, and be capable of receiving an intelligible signal at -110dBm received signal with 70% AM and 10dB Signal to Noise and Distortion (SINAD). • Antenna Interface: The intended antenna for this solution is the Wade Antenna TACO D-2114 dual UHF antenna located approximately 300 feet from the radio location over an RF cabling path characterized at 5.5dB of loss at 300MHz. The integrated product must be capable of being interfaced to existing Andrews RF Cable Heliax LDF-50A through an N-Type bulkhead for the primary and secondary radio frequency connections. • Electromagnetic Pulse Protection: The intended utilization of this radio is through an electromagnetically harsh environment mandating the radio be installed in a Mil-Std-188-125-1 EMP protected facility. No portion of the integrated solution shall compromise the protection of the facility. Any RF connections between the radio and the antenna location will be through existing facility RF Band-pass Filters (K&L Microwave 8B114-312.5/x-175-NP/N) providing a center frequency of 312.5MHZ and an operational pass band of 175MHz. No active radio components will be installed outside of the facility (such as at antenna location) unless certified as Mil-Std-188-125 and not requiring external power for operation. • TEMPEST: As the intended facility is a TS SCIF the integrated radio product is required to be either TEMPEST compliant or installed in an equipment rack that is TEMPEST certified (no larger than 8'h x 2'w x 2'd weighing <1000lbs). For reasons of system electromagnetic protection and TEMPEST it is required that the cabling interconnecting the integrated radio product and the telephone switch is over non-conductive fiber optic cabling. For reasons of system electromagnetic protection and TEMPEST it is required that the cabling interconnecting the integrated radio product with the user console equipment be over non-conductive fiber optic cabling.
