- THIS IS A SOURCES SOUGHT NOTICE to determine the availability and capability of small businesses including certified 8(a), Small Disadvantaged, and HUBZone firms; veteran and service-disabled veteran-owned small businesses, and women-owned small businesses. This notice is for planning purposes only, and does not constitute an Invitation for Bids, a Request for Proposals, Solicitation, Request for Quotes, or an indication the Government will contract for the items contained herein. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this notice. The Government does not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this sources sought. Any responses received will not be used as a proposal. Statement of Objectives: Currently the Food and Drug Administration, Center for Tobacco Products, has a requirement for survey analysis. The objective of this requirement is to establish a flexible information collection vehicle, i.e., survey, to provide the FDA with the means to elicit timely quantitative consumer information of interest expeditiously and on an as-needed basis. Occasionally, the Government may determine it is necessary for a task to collect consumer information using both quantitative and qualitative methodologies. For each task, the Government shall specify a mode of data collection, which includes but is not limited to, telephone, Web-based, Internet, mail, face-to-face, mail panel, Web panel, mall intercept, computer-assisted-self-administered interviewing at mall interview facilities, eye-tracking, and mixed-mode. The Contractor shall: Develop a sampling design and generate samples accordingly, per specifications provided by the Government (e.g., respondent universe, target size of completed interviews, over-sampling, mode of data collection); • Upon request from the Project Officer the contractor shall conduct cognitive interviews to pretest an initial draft instrument provided by the Government - o Recruit participants, o Use the same mode of data collection as the survey o Select a location in the Metropolitan Washington, D.C. area to facilitate participation by Government representatives, Provide consultation on interview probes and procedures, o deliver audio tapes, and a written report of findings and recommendations; • Design and develop the instrument, e.g., Computer-Assisted-Telephone-Interview instrument, Web pages, and graphic images, based on Government-provided draft questionnaire, concepts, prototypes, samples, materials, and related requirements; • Conduct pretests of a preliminary final draft instrument provided by the Government - o Upon request from the Project Officer, the contractor shall implement the pretests using the same mode of data collection as the survey, o Upon request from the Project Officer, the contractor shall select a location in the Metropolitan Washington, D.C. area to facilitate participation by the Government o Provide consultation on issues pertinent to the instrument and survey implementation; • Upon request from the Project Officer, the contractor shall conduct interviewer training in which interviewers and their supervisors are introduced to the purpose and details of a survey and interviewers practice reading the instrument; • Conduct interviews which includes the following: o Send Contractor's cover letters or notices accompanied by Government-provided pre-notification and reminder notices to prospect respondents with known physical or e-mail addresses. Conduct refusal conversion. o Upon request from the Project Officer, the contractor shall conduct short interviews of selected substantive and demographic questions with respondents who refused twice to participate or who quit the interview before completing the full instrument. o Conduct continual monitoring of interviews and data, including but not limited to, sample dispositions, quota fulfillment, interviewer performance, and data completeness and consistency; o Deliver disposition reports and "quit" reports at Government-specified frequencies; the disposition reports should follow current disposition codes specified by the American Association for Public Opinion Research (AAPOR); Validate at least ten (10) percent of completed interviews; o Upon request from the Project Officer, the contractor shall deliver interim data and programming codes of completed interviews up to a Government-specified date during the field period. • Take all necessary measures to ensure the confidentiality of data; Upon request from the Project Officer, the contractor shall assist the Government in arranging the service of subject matter or methodology experts, usually academics, in reviewing instruments, methodology, and analyses. • Upon request from the Project Officer, the contractor shall assist the Government in securing proprietary data collected and maintained by a third party. • Provide other technical and research assistance as needed and specified by the Government, which may include the following: o Conduct literature reviews; o Design research protocols; o Develop and/or review protocols, instruments, and/or questionnaires; o Provide in-depth analysis of primary or secondary research data, including sales and marketing data; o Prepare Information Collection Requests (ICR) for OMB approval; o Compose research reports and compose/or review manuscripts for peer-reviewed journals. o Systematically and comprehensively analyze tobacco industry documents submitted to the FDA on various topics, as well as synthesize results and produce a report. Possible topics include, but are not limited to the effects of tobacco products and marketing on consumer health, perceptions, beliefs, attitudes, and use of tobacco products Small Businesses are encouraged to respond if they have the capability and capacity to provide the identified services. Interested small business potential offerors are encouraged to respond to this notice. However, be advised that generic capability statements are not sufficient for effective evaluation of respondents' capacity and capability to perform the specific work as required. Responses must directly demonstrate the company's capability, experience, and/or ability to marshal resources to effectively and efficiently perform the task described above at a sufficient level of detail to allow definitive numerical evaluation; and evidence that the contractor can satisfy the minimum requirements listed above while in compliance with FAR 52.219-14 ("Limitations on Subcontracting"). Failure to definitively address each of these factors will result in a finding that respondent lacks capability to perform the work. Responses to this notice shall be limited to 5 pages, and must include: 1. Company name, mailing address, e-mail address, telephone and fax numbers, website address (if available), and the name, telephone number, and e-mail address of a point of contact having the authority and knowledge to clarify responses with Government representatives. 2. Name, title, telephone number, and e-mail addresses of individuals who can verify the demonstrated capabilities identified in the responses. 3. If qualified as an 8(a) firm (must be certified by the Small Business Administration (SBA), Small Disadvantaged Business (must be certified by SBA), Woman-Owned Small Business, HUBZone firm (must be certified by SBA), and/or Service-Disabled Veteran Owned Small Business (must be listed in the VetBiz Vendor Information Pages). 4. DUNS number, CAGE Code, Tax Identification Number (TIN), and company structure (Corporation, LLC, partnership, joint venture, etc). Companies also must be registered in the Central Contractor Registration (CCR) at www.ccr.gov to be considered as potential sources. 5. Identification of any GSA Schedule contract(s) by Schedule number and contract number and SINs that are applicable to this potential requirement are also requested. 6. If the company has a Government approved accounting system, please identify the agency that approved the system. Please submit copies of any documentation, such as letters or certificates to indicate the firm's status (see item #3 above). To the maximum extent possible, please submit non-proprietary information. Any proprietary information submitted should be identified as such and will be properly protected from disclosure. Interested offerors should submit their capability statement not exceeding five (5) pages in length. Phone calls will not be accepted or returned.
