This solicitation is being issued using Simplified Acquisition Procedures under the authority of Subpart 13.5 Test Program for Certain Commercial Items. This solicitation is a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-43 2 August 2010 The associated North American Industrial Classification System (NAICS) code for this procurement is 541620, with a small business size standard of $7.0 million. 1. OVERVIEW The Maritime Administration (MARAD) requires health physics services for routine monitoring and radiological surveys support for routine operations and inspections on the Nuclear Ship SAVANNAH. The N.S. SAVANNAH is in a state of protective storage comparable to the 1974 NRC requirements for Mothballing. Generally, shipboard industrial efforts are limited in size and scope, to ensure license compliance and surveillance requirements. All tasking is executed in support of SAVANNAH Technical Staff (STS) and the STS Radiation Protection Program requirements. MARAD intends to award one or more Blanket Purchase Agreements to provide the required services of this Statement of Work. Calls will be issued as services are determined and funding is available. 2. SCOPE OF WORK The contractor shall provide the necessary Health Physics (HP) support services to facilitate routine surveillance and monitoring of the N.S. SAVANNAH during the period of performance. Specific activities shall include but not be limited to the following: 1. When necessary, assigned to act as the Licensee's Radiation Safety Officer (RSO) (see 4.2.1 below); 2. Provide a Radiation Protection Supervisor (RPS) or Radiation Protection Technician(s) (RPT) to support the STS RSO in performing tasks in accordance with STS procedures such as but not limited to; a. Perform routine and job specific surveys on board SAVANNAH, b. Prepare routine and job specific Radiation Work Permits (RWP) in accordance with NSS Radiation Protection Plan (GFI 6.1 below), c. Perform and support technical specification surveillances in accordance with N.S. SAVANNAH Technical Specifications (GFI 6.2 below), d. Radiation Waste Shipment Support, i. Survey radiation material and radiation waste shipments, ii. Classify and support radiation waste material and radiation waste shipments, e. Survey materials for free-release as required, 3. Provide external personnel monitoring support services; 4. Support and monitor effluent releases and calculate off-site dose as appropriate; 5. Ensure and provide adequate radiological supplies for SAVANNAH work; 6. Provide calibrated radiological instrumentation to support the above tasks (it is anticipated that this shall include dose rate meters, count rate meters, friskers, and air samplers); 7. Provide the capability to calibrate N.S. SAVANNAH Emergency Radiological Assistance Team (SERAT) radiation surveillance equipment (see GFI 6.3 below); 8. Provide technical input and draft radiological control procedures; 9. Provide 2-hour Health Physics Response in support of SERAT (see GFI 6.4 below); 3. ADMINISTRATIVE REQUIREMENTS 3.1 Personnel Qualifications 3.1.1 HEALTH PHYSICS CERTIFICATION All Radiation Protection Supervisors and Radiation Protection Technicians providing support under this contract shall meet or exceed the requirements of ANSI 18.1 qualifications. 3.1.2 RADIATION SAFETY OFFICER (RSO) The RSO should, at a minimum, meet the qualifications of Radiation Protection Manager, as stated in ANSI 18.1 and as applicable to the N.S. SAVANNAH. The RSO is designated as Key Personnel. 3.1.3 SERAT HEALTH PHYSICS TECHNICIAN (SERAT HP RESPONDER) The Health Physics Technician acting as the SERAT HP Responder shall have some supervisory experience and a minimum of 10-years Health Physics experience due to their role in this emergency response. They shall also meet the minimum requirements of ANSI 18.1 as applicable. The SERAT HP Responder(s) is/are designated as Key Personnel. 3.1.4 RADIATION WASTE PERSONNEL Personnel surveying and performing radiation waste calculations shall meet the requirements of 49CFR172, Subpart H and NRC IE Notice 79-Information Notice No. 79-21 - "TRANSPORTATION AND COMMERCIAL BURIAL OF RADIOACTIVE MATERIALS." 3.2 Quality Assurance Program The contractor shall provide MARAD access, upon 3-days notice, to Health Physics personnel qualifications and applicable QA program/ plan /procedures. Contractor shall follow the requirements of NS Savannah's Quality Assurance Manual STS-003-001 (GFI 6.4). NSS QA personnel may perform monitoring, assessments and audits on tasks and documentation performed associated, generated and supporting this Statement of Work. These audits and assessments shall include site visits of contractor facilities when deemed necessary, with 2-weeks advance notice. 3.3 Schedule The majority of work shall be conducted onboard the N.S. SAVANNAH in support of shipboard activities not to exceed 40-hour work week per person on a 5-days per week basis. Labor pricing shall be provided as an hourly rate. Over-time rates for all positions proposed for on-site work shall be provided. The government will provide a quarterly activity schedule and updates where appropriate to allow for necessary planning and scheduling on the part of the contractor. At minimum, the contractor shall plan for one site visit to the N.S. SAVANNAH on a monthly basis to conduct Technical Specification surveillances. 3.4 Key Personnel The Contractor shall assign to this contract, upon award, the following key Personnel: • Radiation Safety Officer • Savannah Emergency Radiological and Assistance Team (SERAT) HP Responders During the first ninety (90) days of performance, the Contractor shall make no substitutions of key personnel unless illness, death or termination of employment necessitates the substitution. The Contractor shall notify the Contracting Officer within 15 calendar days after the occurrence of any of these events and provide, a detail explanation of the circumstances necessitating the proposed substitution (s), complete resume for the proposed substitute(s) and any additional information requested by the Contracting Officer. Proposed substitute (s) shall have comparable qualifications as the person(s) being replaced. The Contracting Officer will notify the Contractor within 15 calendar days after receipt of the required information of the acceptance or rejection of proposed person (s). The contract will be modified to reflect any approved changes of key personnel. After the initial 90 days of performance, the Contractor shall make notification of any substitutions key personnel within 30 days prior to the occurrence, allowing for the Contracting Officer to respond within 15 days of the occurrence. 3.5 Travel Directed Travel shall be reimbursable subject to Federal Government Travel Regulations (FTR). 3.6 Points of Contact The Technical Point of Contact for this Contract and each subsequent BPA Call is: Title Name Phone e-Mail COTR To be assigned at award Alt COTR To be assigned at award Tech Advisor To be assigned at award 4. FUNCTIONAL REQUIREMENTS 4.1 Period of Performance The Period of Performance shall be determined in each Blanket Purchase Agreement (BPA) Call issued. Generally, ‘Calls' will be issued for periods of one (1) to twelve (12) months, billable on a monthly basis for services and expenses incurred during the month invoiced. 4.2 Radiation Protection Personnel 4.2.1 RADIATION SAFETY OFFICER (RSO) The duties and responsibilities and associated meeting requirements for a Radiation Safety Officer will only be invoked as specified in a BPA Call. Generally, this will be a function of Radiation Safety workload. 4.2.1.1 Personnel Qualifications Refer to 3.1 above (Personnel Qualifications). The RSO is designated as Key Personnel. 4.2.1.2 Duties and Responsibilities The Radiation Safety Officer (RSO) is responsible for providing radiological controls necessary to support NSS activities as stated in this contract. This include the responsibilities as stated in Radiological Procedures, the supervision and scheduling of radiological control technicians and the execution of the NSS Radiological Protection Program in accordance with the NSS Radiation Protection Plan (RPP) and the QA Plan. The execution of this service will involve frequent communications with MARAD STS including participation in weekly conference calls and monthly staff meetings, as necessary. The RSO serves as a member of the N.S. SAVANNAH Safety Review Committee (SRC) and will be required to attend and participate in SRC meetings. There may be other SRC telephone conferences 4.2.2 RADIATION PROTECTION SUPERVISOR (RPS) The Radiation Protection Supervisor (RPS) shall have direct responsibility to implement the Radiological Protection Plan and for managing the day-to-day activities of the radiation protection staff. 4.2.3 SERAT HP RESPONDER(S) 4.2.3.1 Duties and Responsibilities The SERAT HP Responder is responsible for providing support in accordance with the SERAT Protocol (GFI 6.4 below). Coverage shall be provided 24-hours/day, 7-days/week for the period of the BPA Call. The response shall take place aboard the N.S. SAVANNAH in one of the port locations as specified in 4.3 Assumption 7. Any change in location shall be preceded by notice in accordance with this same assumption. Familiarization and or refresher training and period drills for the SERAT HP Responders will be as directed in each SERAT Call, and at minimum, assume one training session and one Drill each year. Up to two (2) HP Responders will be trained, and drilled as required. Assume 8-hr per responder per drill or training event. 4.2.3.2 Personnel Qualifications (SERAT) Refer to 3.1 above (Personnel Qualifications). The SERAT HP Responder(s) is/are designated as Key Personnel. 4.2.4 RADIATION PROTECTION TECHNICIANS (RPT) All Radiation Protection Technicians shall be responsible for: • Performing surveys and posting areas to ensure proper controls; • Providing job coverage and monitoring of work activities to ensure compliance with procedures and radiation work permits; • Monitoring of equipment and materials to ensure proper labeling and disposition; and • Identifying radiological deficiencies and taking appropriate corrective actions. 4.2.5 ADDITIONAL PERSONNEL Additional personnel shall be provided as necessary to support Radiation Protection activities associated with completing necessary actions for placing the facility in Safe Storage (SAFSTOR), or commencing Full Decommissioning of the facility. 4.3 Assumptions The following assumptions shall be used as necessary in determining estimated costs for executing services under this contract: 1. Emergent Health Physics services requests will be made with 7 days advance notice, except for SERAT HP Response (See 4.7.4 below). 2. Routine services shall be scheduled in accordance with government published activity schedules. 3. Assume one week per month for a Radiation Protection Supervisor (RPS) or Radiation Protection Technician(s) aboard the N.S. SAVANNAH for Routine Ship Activities. 4. Assume the SAVANNAH Technical Staff and License support personnel number approximately 20 people for the purposes of cost of cost estimating. 5. Assume that only dry-activated waste will be generated during the period of performance and one waste shipment during the performance period. This assumption includes that only Class A waste and below will be shipped. Radiation waste shipments are very infrequent. This may be a function of Radiation Safety workload, schedule and available funding. 6. When assigned to act as the Radiation Safety Officer (see 4.2.1 above): a. Assume one annual meeting of the Safety Review Committee (SRC) to take place onboard or in the vicinity of the N.S. SAVANNAH. b. Assume one SRC telephone conference per quarter lasting approximately two hours in length. c. Assume STS Working conferences take place over a 3-day period, excluding travel time, and occurring once every two months onboard or in the vicinity of the N.S. SAVANNAH. d. Assume STS Team Status telephone conferences on a bi-weekly basis. Each conference call is estimated to last approximately 2-hours (maximum). 7. Assume the initial location for the N.S. SAVANNAH to be on Pier 13 of Canton Marine Terminals, at the following address: 4601 Newgate Avenue Baltimore, MD 21224 Other possible locations include, but not limit to the list below. A minimum of 30-days advance notice will be provided for changes in location: a. James River Reserve Fleet, Ft. Eustis, VA b. Philadelphia, PA c. Other locations - to be specified 4.4 Work Authorization Authorization to perform work shall be based on BPA Calls with man-hour estimates and Other Direct Costs estimates. 4.5 Instrumentation Lease The Contractor shall provide the calibrated radiological instrumentation to support the above activities identified in 4.7.1 below. Typical instruments leased are represented in Table 4-1. The Contractor shall provide instrumentation for lease on a monthly basis for the period of the Call unless otherwise specified. Instrumentation supplied shall be calibrated and certified for use for a minimum of 12 months. If a discount is available for yearly lease on instrumentation, the contractor shall quote separately for each instrument where the discount is available. Where the government leases the instrument(s) on an annual basis, the government assumes the responsibility of the instrument re-calibration under 4.6, should the government renew the lease(s). Calibration certificates shall be provided as deliverables under the Call requiring calibration services. 4.6.1 SERAT INSTRUMENTATION Conduct calibration services of SAVANNAH Emergency Response Assessment Team (SERAT) survey equipment for equipment listed in GFI 6.3 below. Calibration certificates shall be provided as deliverables. The contractor shall quote a single price for the entire lot of equipment. Pricing shall include return shipping and handling of the equipment to the facility. 4.6.2 SELF READING POCKET DOSIMETERS Conduct calibration services of twenty-five (25) self-reading pocket dosimeters on an annual basis. Generally, these will be shipped as a lot; however they may ship as two lots in order to have some on hand to support ongoing requirements. Calibration certificates shall be provided as deliverables. 4.6.3 INSTRUMENTATION Conduct calibration services of survey instruments for equipment leased under 4.5 above for instruments leased for one year or longer. Calibration certificates shall be provided as deliverables. The contractor shall quote a price for the each type of instrument re-calibration. Pricing shall include return shipping and handling of the equipment to the facility. 4.7 Health Physics Services 4.7.1 PROVIDE THE FOLLOWING GENERAL RADIATION CONTROL SUPPORT The contractor shall provide Health Physics Services to support the following types of activities in accordance with the NSS Radiation Protection Plan, GFI 6.1: 1. Ship Movement - Whenever the ship is moved from one berth or facility to another, take water and sediment samples at both locations to document the departure site, and establish the baseline of the arrival site for all ship movements that may occur during the performance period. Baseline samples must be taken prior to the ship's arrival. 2. Dry-docking- Perform radiation surveys of the ship's exterior and underwater hull while it is on dry-dock.. 3. Routine Ship Activities - The contractor shall prepare and supply survey data, and RWPs, in support of scheduled activities. 4. Radiation Material / Radiation Waste Management - The contractor shall provide survey support to monitor effluent releases and calculate off-site dose as appropriate. The contractor shall also provide support services necessary for survey, classification or free-release of radioactive materials and waste. 5. Consumable Materials - Provide consumable materials such as smear papers and disposable protective clothing for contractor personnel and SAVANNAH Technical Staff and License Support Personnel in support of the above activities. 6. Sample Analysis - The contractor shall be capable of analyzing any of the samples necessary to perform the assigned tasks under this contract. Sample analysis shall include radiological, chemical and hazardous sample analysis. 7. Provide professional radiological control services to provide assessments/reviews, calculations and radiological safety training as specified by Call. 8. Dosimeter Services a. The contractor shall provide the external personnel monitoring services (TLDs) for N.S. SAVANNAH TECHNICAL Staff and License Support Personnel in support of shipboard activities. Assume 32-Personnel TLDs on a quarterly rotation. Exposure data shall be provided on all TLDs. b. The contractor shall provide environmental area dosimetry monitoring services (TLDs) for Area monitoring both with the facility and external to the facility in support of shipboard activities. Assume 45-Environmental TLDs with one control TLD on a quarterly rotation. Exposure data shall be provided on all TLDs.   4.7.2 RADIOLOGICAL CONTROL PROCEDURES The contractor shall draft, submit for review and approval procedures necessary to perform contracted activities in accordance with the N.S. SAVANNAH Quality Assurance Plan and Health Physics Manual. 4.7.3 ANNUAL ALARA/HP AUDIT The contractor shall provide support in conducting annual ALARA/HP Audits when tasked. 4.7.4 SERAT 2-HOUR HEALTH PHYSICS RESPONSE The contractor shall provide health physicist (SERAT HP Responder) on duty or on call within 2-hours of notification, to support and provide direction for radiological emergencies as a member of the SAVANNAH EMERGENCY RADIOLOGICAL ASSISTANCE TEAM (SERAT). The contractor shall bill this as a monthly retainer. The retainer fee shall include initial response and up to twelve (12) hours on site. Additional hours on site will be billed at the SERAT HP Responder Labor Category rate. 5.
